Development Test Center intends to competitively solicit, negotiate and
award a firm-fixed-price contract with cost reimbursable line items
under Federal Acquisition Regulation (FAR) Part 15 for the Operation of
the Eglin AFB Multimedia Laboratory and Technical Support. This
acquisition was previously synopsized in July 1997. Those who have
previously responded need not respond again. The contractor will
provide nonpersonal services for motion picture, airborne
instrumentation, still, digital, video photography;
still/digital/motion picture processing, printing, and editing; video
editing; multimedia maintenance; presentations support; video
teleconferencing; operation of a multimedia library; image design (hard
copy and digital); and associated services. All services are to support
the Air Force Development Test Center (AFDTC) and designated customers.
The products and service of the proposed contract are highly
specialized. Support is of a highly technical nature using the latest
state of the art in professional multimedia equipment. All support
provided will be in accordance with applicable professional standards.
The products of the proposed contract are highly specialized
photographic films and video tapes. These include: custom developed
films, timed and edited customized prints; broadcast quality video
tapes, edited masters including special effects, and dubs; highly
specialized and precision maintenance; RDT&E data. The contract will
support internal and external customers. A firm-fixed-price (FFP)
contract with cost reimbursable line items for travel and property
acquisition is contemplated. The anticipated period of performance
planned includes a basic three-year period with one two-year option and
one three-year option. The proposed product/service Standard Industrial
Classification Code (SIC Code) for this acquisition is 8744 ($5
million). Firms responding to this announcement should indicate whether
they are or are not a small business concern or a small disadvantaged
business concern as defined in FAR 52.219-1 and 52.219-2. Under 22 USC
2751 and 50 USC Appendix 2401, it is unlawful to export items
containing export-controlled technical data. Only qualified US
contractors who have registered with and are certified by the Defense
Logistics Services Center, Battle Creek MI 49016-3412, will be eligible
to receive the complete RFP. This certification process is accomplished
by completing a DD From2 345, Military Critical Data Agreement and
mailing it to DLSC. Contractors may call 1-800-352-3572 to check their
certification. Written responses to this synopsis must be received by

850-882-4869. An Ombudsman has been appointed to address concerns from
offerors or potential offerors during the proposal development phase
of this acquisition. The Ombudsman does not diminish the authority of
the program director or contracting officer, but communicates
contractor concerns, issues, disagreements, and recommendations to the
appropriate Government personnel. When requested, the Ombudsman shall
maintain strict confidentiality as to the source of the concern. The
Ombudsman does not participate in the evaluation of proposals or in the
