COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 6,1998 PSA#2027OFF-THE-SHELF SOFTWARE PRODUCT WHICH TRACKS CONGRESSIONAL
CORRESPONDENCE AND IS IN USE BY OTHER FEDERAL AGENCIES FOR THIS
PURPOSE. Sources Sought Synopsis The Federal Communications Commission,
Office of Legislative and Intergovernmental Affairs (OLIA), which
currently employs 14 full time staff members, has as one of its primary
functions the tracking of Congressional correspondence, routed
throughout the Commission for reply to Congress. In order to
successfully perform this mission, OLIA is in need of an off-the-shelf
software product which tracks Congressional correspondence and is in
use by other Federal agencies for this purpose. SYSTEM SPECIFICATIONS:
1. Year-2000 & Windows 9X compliant. 2. Accessible to all Bureaus and
Offices using the Commission's client-server windows-based platform
(Powerbuilder/Sybase) so that they don't have to log off the
Commission's network and log onto a special server to perform their
correspondence tracking functions. 3. Automatic reply generation using
the Commission's standard wordprocessing package. 4. Automatic
notification of new correspondence in Bureau and Office mailbox. 5.
Ability to easily customize data entry elements, fields, screens and ad
hoc reports. 6. Off-the-shelf, easily tailored/modifiable. 7. One-year
warranty on system. 8. Maintenance support, including minor and major
upgrades. 9. Full documentation: System Administration, Operations
Manual, User Manual for all Commission employees. 10. Electronic
signature capability. 11. Capable of developing and using macros for
repeat use in the Wordprocessing reply function. 12. Data entry, query,
reporting capability. 13. Lookup table for fields for assistance at
data entry phase in database: i.e., previous constituent names, letter
date, Representative/Senator, subject code. 14. Unlimited scanning and
printing capabilities. 15. Comprehensive, continual training classes.
16. Site License availability -- 2200 person agency. 17. Current
systems' data and images must be easily, quickly & accurately
convertible to new tracking systems database by vendor. 18. The system
must be capable of storing 3 full years of active data and images
(incoming as well as replies), which could equal upwards of 30,000
pieces of correspondence, at roughly 5 pages per letter. IT Environment
The following describes the Information Technology environment which
the Commission anticipates moving to within the next six months. The
FCC consists of a client server environment which includes Sun 1000's
as dedicated data base servers running the Solaris operating system; HP
file servers; network operating system running Novell 4X; and HP 486-66
or better personal computers running Microsoft Windows 95 graphical
user interface. The FCC standard database environment is Sybase with
Powerbuilder providing a GUI interface tool. Microsoft Access will be
used for small, end user database efforts. Office Automation software
will be Office 97 or better and the mail system will be GroupWise by
