(Site Code DACA87) The Government is seeking potential sources of
privatization of the natural gas distribution system at Fort Bragg,
North Carolina. Fort Bragg is an Army installation located in
Cumberland County, near Fayetteville, North Carolina. Fort Bragg has
over 200 administrative facilities and 4,843 sets of family quarters
with an estimated day time population of 100,000. Fort Bragg purchases
most of its natural gas from North Carolina Natural Gas Company (NCNG)
under Schedule 10 -- Service to military installations with Contract
Demand in Excess of 5,000 MCF per day. The installation also purchases
natural gas under Schedule 1 for one housing area. Natural gas is
delivered at NCNG's master meters and distributed via 262,700 linear
feet of underground piping. The distribution system also serves Pope
Air Force Base. Privatization is a process by which the Government
sells its resources to a private entity and contracts with the entity
for service. This effort involves the purchase, ownership, maintenance
and operation of the natural gas distribution system as a commercial
utility system. Fort Bragg will retain the responsibility for
purchasing natural gas. Respondents should provide documentation that
they can provide this service along with any evidence of licenses or
