This procurement is a small business set aside. All necessary information to make an offer is contained in this notice. No additional solicitation will be submitted. The vehicle which will be exported out of the country, must have four doors, left hand drive, be a 4x4, automatic transmission, and air conditioning, unleaded gasoline engine and heavy duty on/off road tires -- at a minimum. Color should be a light color -- preferably white. Offers will be considered for the following makes and models of sport utility vehicles only: (1) Toyota four Runner, (2) Isuzu Rodeo and (3) Mitsubishi Montero. The Government will make an award to the responsible offeror(s) whose offer conforms to the solicitation contained herein and is most advantageous to the Government (i.e., that which represents the best value to the Government), cost or price and other factors including time period required for delivery to the US Despatch Agency, Miami, FL considered. The combined relative merit of the technical evaluation factors listed above will be more significant than cost or price in the selection of the contractor. While the cost or price factor has no numerical weight, it is criterion in the overall evaluation of proposals. Furthermore, the proposed cost or price must be considered reasonable and must reflect the proposed technical requirements on the vehicles. The Government may award a contract to other than the lowest price offer. In the event that two or more offers are considered technically equivalent, the evaluated cost or price and delivery time will be of primary importance in determining the proposal most advantageous to the Government. Delivery period must be no greater than 90 days. Total prices quotd for vehicles by all vendors must be FOB price to the US Despatch Agency, Miami, FL.
