synopsis.) This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in FAR Subpart 12.6 as
supplemented with additional information contained in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. This
solicitation is issued as a Request for Proposal (RFP). The RFP
incorporates provisions and clauses as those in effect through Federal
Acquisition Circular Number 97-02 and Defense Acquisition circular
Number 97-12. The successful contractor shall provide delivery, FOB
destination to Naval Air Warfare Center, Point Mugu, CA. Description of
the requirement is 9 each transceiver radio with AN/CSZ-12 COMSEC
module, battery box, LOS antenna, operator manual and handset;
wideband/narrowband transmission of secure or non-secure voice and
data; removeable AN/CSZ-12 COMSEC module, VINSON, ANDVT, KY-99 and
KG-84 A/C interoperable; DAMA upgradeable without an increase in size
or weight (MIL STD 188-182/183); deep water case 100 feet submersible;
mounting flexibility, vehicular/racksack; single batter, standard
battery box; user friendly terminal, single step menu; weight 10.4 lbs;
3.55" x 6.35" x 10.5" (236 cubic inch); 5-key variable storage, 10
mission presets with rotary switch selection; standard commercial
warranty; frequency range 225-399.995 Mhz; channel setting 25 kHz steps
in I.O.S. modes/5 kHz steps in all other modes; mission presents 10
operational presets (no preset battery required); receive offset
frequency 0 to +-174.995 Mhz from transmit frequency (stored with each
preset); frequency stability 1 PPM (parts per million); beacon, guard
channel user selectable frequency and modulation with a continuously
swept tone of 1500 to 300 Hz; power output (1.5:1 VSWR) AM, typical 4W
