COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 9,1998 PSA#2028Hq, Space and Missile Systems Center, SMC/PK, 155 Discoverer Blvd,
Suite 1516, Los Angeles AFB, CA 90245-4692 58 -- NAVSTAR GLOBAL POSITIONING SYSTEM (GPS) JOINT PROGRAM OFFICE
(JPO) USER EQUIPMENT (UE) DEFENSE ADVANCED GPS RECEIVER (DAGR) SOL
F04701-96-R-0011 POC Technical Contact Point: Major Mike Biega, USA,
(310) 363-2925; Contracting Officer: Lisa J. Vanderpoorten, (310)
363-6360 The NAVSTAR Global Positioning System (GPS) Joint Program
Office (JPO) is seeking potential offerors for the procurement of a
follow-on to the Precision Lightweight GPS Receiver (PLGR). This action
was originally publicized in the CBD dated 12/09/96 and modified on
8/20/97 to reflect a two year schedule slip. All other information
publicized in the former modification remains the same. The PLGR is a
handheld self-contained GPS receiver with Precise Positioning Service
(PPS) and anti-spoofing capabilities. In anticipation of awarding a
Non-Developmental Item (NDI) production contract(s) the NAVSTAR GPS JPO
is very interested in generating a full and open competition for the
manufacture, test, and delivery of a follow-on handheld receiver to the
PLGR, which will hereafter be referred to as the Defense Advanced GPS
Receiver (DAGR). The DAGR must be functionally backward compatible with
existing interfaces and support equipment such that present integration
and support capabilities are unaffected. Recently, there have been
significant changes to the DAGR program. Please note the following: We
anticipate purchasing approximately 205,000 receivers over a seven
year period. The estimated dates for release of the Draft Request for
Proposal (DRFP) is December 1998, Request for Proposal (RFP) is June
1999, and contract award is November 1999. Initial delivery of the
first production lot is expected not later than November 2000. Those
offerors having applicable qualifications, capability, and background
must submit clear and convincing documentation that demonstrates their
ability to design, manufacture, and test self-contained handheld PPS
GPS receivers. Qualified offerors shall possess a SECRET facility
clearance and approved classified material storage container (s) in
order to receive and store classified portions of the DAGR
specification. In the spirit of acquisition reform, consistent with an
NDI acquisition, the Government has been communicating and will
continue to communicate with interested qualified offerors throughout
the pre-solicitation period in order to ensure the requirements are
defined in terms that enable and encourage offerors to supply NDI items
and affords all qualified offerors an opportunity to compete in the
procurement. Communication will take place primarily through
electronic-mail. However, the Government anticipates hosting periodic
Industry/Government conferences and the use of the U.S. mail is
required for For Official Use Only (FOUO) transmittals. The next
Industry Week is scheduled for 9-13 March 1998, in the GPS conference
room, Bldg. 120, Los Angeles-Air Force Base. Interested Contractors
must notify Misty Honeywell at honeywml@gps1.laafb.af.mil to schedule
a briefing time. The following documents are available, per your
request: ICD-GPS-153 (PIRNs 001 and 002), ICD-GPS-153 Verification
tool, ICD-GPS-154, Draft Systems Requirement Document (DSRD), Draft
Statement of Objectives (SOO), and PLGR Specification. The ICD-GPS-153
verification tool will verify that an offeror's software output is
compatible with that of the PLGR's. ICD-GPS-154 will enable an offeror
to remain backward compatible with all PLGR accessories. Offerors must
indicate whether they are a Small Business concern, if so please
indicate such with the use of Standard Industrial Classification Code
8731. We encourage any qualified small business to participate. An
Ombudsman, Mr. Les Bordelon, at (310) 363-3818 has been appointed to
hear concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the Program Director or Contracting
Officer, but to communicate contractor concerns, issues, disagreements
and recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Please fax
any technical questions to Major Biega or Lt McGrath, SMC/CZUP, or any
contractual questions to Lisa J. Vanderpoorten or Lt Shawn Fernandez,
SMC/CZK, at (310) 363-3844. Written questions may be submitted to
SMC/CZK, Los Angeles AFB, 2435 Vela Way, Suite 1613, El Segundo, CA
90245-5500, Attn: Lt Shawn Fernandez. This notice is not intended to
award a contract on the basis of information submitted nor otherwise
pay for information solicited. See Note 26. (0035) Loren Data Corp. http://www.ld.com (SYN# 0246 19980209\58-0003.SOL)
