EPA intends to award a sole source purchase order to Research Triangle Institute (RTI) of Research Triangle Park, NC pursuant to 41 U.S.C. 253(c)(1) -- Only one responsible source and no other supplies or services will satisfy agency requirements. RTI was previously involved in the development and writing of Test Method 304, 40 CFR Part 63, Appendix A, and is familiar with biounits. Through this support, RTI has developed the necessary background knowledge and expertise to efficiently complete this effort. The contractor will be required to observe the batch method for biounits at the Shell Development Corporation and obtain a copy of the batch method from Shell. The Contractor shall run the method on actual waste from a wastewater treatment plant which processes greater than 50 percent industrial waste. The Contractor shall write up a detailed procedure for running the method and a report. The period of performance shall be from the award date through September 30, 1998. All responsible sources mayrespond by submitting a written narrative statement of capability within 15 days of this notice to Kelley Brown at the above address which shall be considered by the Agency. Responses must include detailed technical information and other technical literature demonstrating the ability to meet the requirement. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with RTI.
