requirement for support to state and local agencies for the Nonmethane
Organic Compounds (NMOC), Urban Air Toxic Monitoring Program (UATMP)
and Photochemical Assessment Monitoring Stations (PAMS) Networks. Work
includes analytical support for measuring specific volatile organic
compounds and toxic compounds (primarily samples collected in
canisters), technical assistance to state and local agencies on sample
collection procedures and techniques including direct consultation
services to state and local agencies for setup and operation of PAMS.
This will include such things as system optimization, standard
operating procedures (SOP) development, and quality assurance/quality
control activities. Additionally, there is a requirement to provide
centralized logistical support for participating agencies in areas of
site selection and sampler set up, canister tracking and cleaning,
standard materials development and supply, and sample and standards
confirmation analysis. The following information regarding the number
of sites is relevant for the base period (consisting of 5 years) of the
proposed contract: The NMOC sampling program will be conducted at
approximately 15 sites, the UATMP will be conducted at approximately 20
sites, Carbonyl Program Support will be conducted at approximately 10
sites, and PAMS support will be required for approximately 10 sites. A
base contract of five (5) years (no options periods) is anticipated
with pricing schedules for each of the five years. A
cost-plus-fixed-fee requirements type contract is anticipated. SIC Code
No. 8734 applies; size standard of $5M in average annual receipts over
the last three years. This is a follow-on to contract 68D30095 with
Eastern Research Group. It is anticipated that the RFP will be issued
approximately 02/20/98 as a full and open competitive action. Proposals
will be due thirty (30) days after the RFP issuance date. The
solicitation and amendments will be available via the Internet World
Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to
access the solicitation and amendments via Internet. If you will be
obtaining a copy of the solicitation via Internet, it will be your
responsibility to frequently check the same site where the solicitation
is posted for any amendments. However, firms who do not have the
capability to obtain the solicitation from Internet, may submit a
written request for a diskette with the solicitation in WordPerfect 6.1
format from the contact point at the address above; however, only those
firms who do NOT have the capability to obtain the solicitation from
the Internet should request diskettes. Diskettes will not be sent to
those firms who have Internet access. If you request a diskette of the
solicitation, you will receive amendments by mail, unless you notify
us otherwise. Telephone and fax requests will not be honored. Only one
copy shall be sent to a corporate entity, regardless of the number of
requests from one or more different geographic locations. A copy of
the preliminary source list will be issued to all prospective offerors
along with the solicitation. All responsible sources may submit a
