INFORMATION: Engineering and Environmental services, procured in
accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36, are
required for an Indefinite Delivery Contract to support the Huntington
District's Civil Works and Military mission in support of the Great
Lakes and Ohio River Division as well as the District's "Work for
Others" Program. Contract period will be for a base period of one year
with two option years. Individual fixed-price work orders will not
exceed $1,000,000.00 and the annual ceiling for the base year and the
option years is $1,000,000.00 per year. An option period may be
exercised when the contract amount for the base period or preceding
option period has been exhaused or nearly exhausted. Work will be
issued by negotiated firm-fixed price task orders. Groups with
prime-sub relationships or joint ventures will be considered as well as
firms having all disciplines in-house. Responding groups or firms must
have demonstrated competence and experience in each of the task areas
noted below. This announcement is open to all businesses regardless of
size. If a large business is selected for this contract, it must comply
with FAR 52.219-9 regarding the requirement for a subcontracting plan
on that part of the work it intends to subcontract. The plan is NOT
required with this submittal. The wages and benefits of service
employees (see FAR 22.10) performing under the resulting contract must
be at least equal to those determined by the Department of Labor under
the Service Contract Act. 2. PROJECT INFORMATION: A-E services may
include, but are not limited to planning services, economic analysis,
hydraulic and hydrology assessments, geotechnical analyses, general
civil and environmental engineering, landscape architecture and site
planning; archaeological and cultural resources inventories;
bioengineering studies; environmental assessments; NEPA documentation;
and biological services including endangered species surveys and
wetland delineation for the Huntington District's Civiland Military
Works Program. 3. SELECTION CRITERIA: See Note 24 for general selection
process. The selection criteria are listed below in descending order of
importance (first by major criterion and then by sub-criterion).
Criteria a-c are primary. Criteria d. is secondary and will only be
used as a "tie-breaker" among technically equal firms. a. Professional
Qualifications of the Key Project Management and Technical Personnel
to be assigned to the contract. Evaluation factors will include the
education, training, experience and registration of these personnel; b.
Specialized Experience and Technical Competence of the prime firms and
any subcontractors in the type of work required. Evaluation factors
will include the effectiveness of the proposed management structure and
the prior working relationship between a prime firm and any
subonctractors. A single point of contact between the A-E and the
Government project managers must be clearly identified; c. Capacity of
the Firm to Accomplish the Work. Work will often require simultaneous
action on several tasks at any one time. Capability to respond to
these tasks in a quick and effective manner must be demonstrated; d.
Geographical proximity of the firm in relationship to the Huntington
District Office and the general geographical area of the Huntington
District. SUBMISSION REQUIREMENTS: See Note 24 for general submission
requirements. Interested firms having the capability to perform the
work and who desire to be considered must submit two copies of SF 255
(11/92 edition) and two copies of SF 254 (11/92 edition) for the prime
firm and all consultants/subcontractors, to the above address not
later than the close of business on the 30th day after the date of this
announcement. If the 30th day is a Saturday, Sunday, or Federal
holiday, the deadline will be the close of business of the next
