Engineering firm shall furnish professional A/E services to design
construction documents to support additional chilled water capabilities
for the West Tenth Street facility of the Richard L. Roudebush VA
Medical Center, Indianapolis, IN under Project No. 583-98-1530.
Consultant may be provided information based upon 3rd party evaluations
regarding this plant/tower as a guide. A/E firm shall use their own
design & assumptions to validate any information received from the 3rd
party report to cetify their own final design. A design narrative
including calculations shall be provided to support final design which
is to maximize plant efficiency. Cooling tower expansion / retrofit or
additional chiller shall be designed to optimize the overall efficiency
with the existing loads and space known as well as that planned.
Currently this plant supports the cooling of a total of 922,523 NSF. In
the near future space additions will include a total of 70,000 NSF
within the next 2-3 years. After completion of this another expansion
is thought to include approximately 74,000 NSF. A/E shall develop a
complete set of Construction Documents and an estimate in accordance
with industry standard practice and VA criteria. Cost estimates for all
operational expenses such as: water/chemical treatment and maintenance
will be required. The construction Documents include a complete set of
drawings, specifications, and any other documents necessary for the
expansion/retrofit of the existing cooling tower/chiller/or plant
operations. The Project shall be designed so as to maintain the
operation of the plant to provide cooling upon demand to the facility
during the low load months (i.e. winter). A/E is requested to meet with
the facility to discuss design & construction alternatives and progress
at each of the design reviews as the A/E must design within the funding
limitations. A/E shall furnish (4) sets of review materials along with
calculations at each of the 4 (four) submissions -- (35%, 50%, 75%,
100%) The final submission shall include a cost estimate, final phasing
plan, construction schedule, and submittal tracking log (see VA
format). The final contract drawings shall be provided via both
reproducible vellums and AutoCad diskette version 12 for windows as
well as 40 sets of final documents (specifications and drawings) for
prospective bidders. At completion A/E shall provide As-Built documents
on Auto-Cad. Completion time is 90 calendar days. Selection will be
based on the following criteria, listed in decending order of
importance: (1) Specialized experience & technical competence in the
type of work required, (2) Present proposed design approach for this
project, (3) Describe your experience and capabilities, (4)
Demonstrated success in prescribing the use of recoverred materials and
achieving waste reduction and energy efficiency in facility design, (5)
Team proposed for this project, (6) Cost control, (7) Estimating
effectiveness, (8) Schedule control/capacity to accomplish work in the
required time, (9) Proposed management team, (10) Location and
facilities of working office(s), (11) Miscellaneous factors, describe
awards received for design excellence, describe circumstance and
outcome of any litigation you have been involved in over the last five
years, indicate type and amount of liability insurance you carry. Area
of consideration -- firms located within a 300-mile radius of
Indianapolis, IN. Firms are to submit (2) copies of the SF 254 and SF
255 to "Contracting Officer (90C)" at the address listed above. The SIC
code is 8711 and the related small business size standard is $2.5
million. This is 100% set aside for small business concerns. This is
