C -- INDEFINITE QUANTITY, INDEFINITE DELIVERY (OPEN-END) ENVIRONMENTAL SERVICES CONTRACT SOL F16602 98 R0010 DUE 032398 POC Sharon Sepulvado 318/456-6835, Contract Specialist; Kathleen Lee, Contracting Officer An indefinite quantity/indefinite delivery (Open-End) environmental services contract will be issued for a period of one year with three one-year option periods. The cumulative amount of the delivery orders will not exceed $249,500 for the basic year and $249,500 for each option year. Delivery orders will be issued during the contract period as the need arises. A minimum of $5,000 in fee work will be issued during the contract period. Environmental services required may include but not be limited to site assessments, investigations and studies, sampling and analysis, regulatory compliance and permitting, Geographic Information System (GIS) support, new technology evaluation and guidance and project drawings, specifications and cost estimates. Projects and studies may involve wastewater/stormwater management, disposal of waste solids and liquids (haardous and non-hazardous), underground storage tanks, asbestos abatement, polychlorinated biphenyls (PCB) management, air emissions compliance, lead based paint, and pollution prevention opportunity support. Specification and other reports when requested, must be provided in hard copy and on 3.5 inch high-density Microsoft Word for Windows 95. Drawings, when requested, must be provided in AUTOCAD 14 format. Firms should describe their computer/word-processing capabilities in their submittals. Selection will be limited to firms submitting Standard Forms (SF) 254 and 255 and will be based solely on these forms. Significant evaluation factors in order of relative importance are as follows: (A) Experience, (B) Capability, (C) Workload, (D) Location and (E) Volume of DOD work. Firms desiring consideration should respond to this notice no later than 23 March 1998. This is not a request for proposal. Open to large and small businesses. The Standard Industy Code for this contract is 8711. The small business size standard is a concern, including it's affiliates, having an average amount of sales or receipts for the preceding three fiscal years in an excess of $2.5 million.
