R -- PRODUCE DOCUMENT ON MEDICAID AND MANAGED CARE FOR HIV PATIENTS SOL HRSA-98-HAB-262460 DUE 022398 POC Aileen Broider-301-443-5231 The Health Resources and Services Administration intends to negotiate on a SOLE SOURCE basis with the AIDS Action Foundation, 1875 Connecticut Avenue, N.W., Washington, DC 20009. This procurement shall be processed in accordance with the Simplified Acquisition Procedures in Part 13 of the Federal Acquisition Regulations. The purpose of this procurement is to fund the development of a written document that details up-to-date information on changes in the Federal Medicaid program and managed care. The contractor shall: conduct a review of the literature and gather information on Medicaid, managed care and HIV/AIDS; develop lists of State Medicaid Directors, National and State Medicaid Advocates, HCFA Regional Office AIDS Coordinators and State Primary Care Associations; develop a glossary of Medicaid/managed care terms; develop a survey tool for advocates to evaluate managed care organizations' capacity to deliver health care services; prepare a report; and conduct a briefing. The AIDS Action Foundation is deemed the only responsible source capable of providing the required work and services. The period of performance is nine months.
