Contact -- Lynn Walling, Contract Specialist Open-end indefinite
quantity contract for architect -- engineering services which may
require specialists in all the professional disciplines including
Architects, Landscape Architects, Civil Engineers, Structural
Engineers, Mechanical Engineers, Electrical Engineers, Land Surveyors,
Geotechnical Testing Services, and architectural and engineering
drafting services. Not all disciplines will be required for each
project. Additional consulting specialists not named above may be
required, and if needed, will be indicated in the individual work
orders. The finished project may consist of reports; presentation
quality drawings on paper or mylar film; written programs and
narratives; detailed construction working drawings on paper or myler
film and AutoCadd diskettes; specifications; cost estimates and design
calculations. Evaluation factors in descending order of importance are
as follows: (1) Technical competence of primary staff engineers and
architects. (2) Response Time. We have tight project deadlines. Does
your firm have experience successfully meeting tight project deadlines?
Give examples. (3)Past Experience of firm relative to type and scope of
projects listed below. List projects. (4) Experience of firm designing
projects that are within budget as demonstrated by construction bids
received. Give examples. (5) Availability of proposed staff relative to
firm's current workload. List current projects and staff assignments.
(6) Experience with CADD produced drawings. List the CADD software you
use to produce your drawings. States included in Southeast Region are:
Alabama, Arkansas, Florida Georgia, Kentucky, Louisiana, North
Carolina, South Carolina, Tennessee, and Puerto Rico. Following are
descriptions of some areas and types of work contemplated. Part, all,
or none of the work may be required. 1. Tennessee National Wildlife
Refuge -- Paris, Tennessee Planning and design for rehabilitation of an
existing 8-mile long access road through the Duck River unit.
Rehabilitation will include grading, placement of fill dirt and gravel,
construction of water control structures, and erosion control measures.
Professional services required may include Surveying, Geotechnical
Investigation and Report, Civil Engineering Design, Specifications,
Value Engineering Study, Cost Estimating, and Drafting. 2. Southeast
Louisiana Refuges -- Slidell, Louisiana Planning and design for major
renovation of a complex of buildings including electrical work,
plumbing, heating and cooling systems, making facilities handicapped
accessible, remodeling and landscaping. Professional services required
may include Architectural, Structural Engineering, Mechanical
Engineering, Electrical Engineering Civil Engineering, Landscape
Architectural Design Services plus Specifications, Cost Estimating, and
Drafting. 3. Orangeburg National Fish Hatchery -- Orangeburg, South
Carolina Planning and design for rehabilitation of an open concrete
drainage canal. The exsiting canal will be covered for safety.
Professional services required many include Surveying, Civil
Engineering, Structural Engineering Design Services plus
Specifications, Cost Estimating and Drafting. 4. ACE Basin National
Wildlife Refuge -- Hollywood, South Carolina Planning and design for
construction of new fire management facilities on Jehossee Island and
on the mainland to include docking facilities and pole shed/storage
buildings for the fire fighting equipment. Professional services
required may include Surveying, Geotechnical Investigation and Report,
Architectural. Civil Engineering, Structural Engineering, Electrical
Engineering design, Specifications, Value Engineering Study, Cost
Estimating, and Drafting. 5. Various field stations throughout the
Southeast Region -- in the states of Arkansas, Louisiana, Mississippi,
Alabama, Tennessee, Kentucky, North Carolina, South Carolina, Georgia,
and Florida plus the Commonwealth of Puerto Rico and the U.S.. Virgin
Islands. Performing a variety of Environmental Site Assessments
including: Standard Limited Assessments for Underground Storage Tank
Releases and Corrective Action Plans. Phase I Environmental Site
Assessments, Comprehensive Asbestos Bulk Surveys and Lead Based Paint
Surveys and Risk Assessment. Professional services required may
included Environmental Engineering Consultants, Hydrogeologists,
Certified Asbestos Inspectors, Certified Lead-Based Paint
Inspectors/Risk Assessors, and other consulting Environmental
professionals as required for investigation and report writing. It is
anticipated that two awards will be made with an estimated annual value
for each of $25,000 to $300,000 per year. The duration of the contracts
will be for 1-year period from the date of award, and for four
additional 1-year periods if the option to extend the contract is
exercised by the Government. Firms interested in being considered for
