Specialist, (202) 482-6650 The Federal Labor Relations Authority (FLRA)
is conducting a search to assemble a potential bidder's list of
individual(s) for the following: The FLRA is an independent agency
responsible for directing the labor-management relations program for
1.9 million non-postal Federal employees world wide, approximately 1.1
million of whom are exclusively represented in 2200 bargaining units.
The FLRA is charged by statute with providing leadership in
establishing policies and guidance related to Federal sector
labor-management relations, resolving disputes arising among the
parties, and ensuring compliance with the Statute. The Authority's
Decisional Component, composed primarily of attorneys and a few labor
relations specialist, adjudicates disputes arising under Statute,
deciding cases concerning negotiability, appeals concerning unfair
labor practices and representation petitiions, and exceptions to
grievance arbitration award. During FY-97, FLRA procured and provide
extensive training to FLRA supervisory and non-supervisory attoneys and
labor relations specialists in the Authority's decisional component,
with the result being tools and techniques to improve the quality and
productivity of FLRA written legal products. The emphasis was on
improving individual managerial and employee performance toward the
goal. The focus was on effective and timely presentation of legal
issues, analysis and conclusion. For FY-98, the goal remains effective
an efficient case production -- involving presentation of legal
issues, analysis, and conclusion. However, for the fiscal year, FLRA is
experimenting with a team concept for legal writing:inter-office teams
working together to produce written legal documents. The FY-98
training effort should focus on providing tools and techniques for
sharpening legal anaysis and writing as a member of a team. We are
seeking an individual(s) to provide training and facilitate interaction
to enable participant (6 to 8 person teams of both junior and senior
legal writer, including a team leader and senior legal advisor) to
understand and apply techniques for effective collaboration for
improved and timely legal writing and wrtten legal products. The
training should provide participants with knowledge and tools to
perform tasks such as jointly analyzing issues, performing legal
research, giving oral presentations to peers, discussing and editing
legal drafts, establishing and acheiving team productivity goals, and
giving and receiving peer feedback -- both on legal analysis and
writing and on team performance and contribution. The participants must
understand how to apply quality tools such as checklist and an "agency
quality vocabulary" to achieve legal products that are consistent and
of high quality -- both in format and structure and in substance. We
are seeking an individual with the following experience skills:
Specialized Experience: experience in teaching (a) appliction and
presentation of law and in critical legal thinking, (b) effective
writing, and (c) techniques for collaborative writing and team
building. Individual(s) must have been successful in working with
diverse professional employees, preferably attorneys -- at different
organizational levels and with different skill levels. This is a
request for information and market survey only. The Government will use
the information obtained from this notice to understand the
