for commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation. Proposals
are being requested. A written solicitation will not be issued. The
solicitation number is 1PI-R-0999-98 and this solicitation is issued as
a Request for proposal (RFP). The date/time for receipt of proposals is
February 23, 1998 1400 hours. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-03. The Standard Industrial Classification code
is 5084, and small business size standard is 100. Contract Line item
is: 1. TRUCK MUST MEET OR EXCEED A.N.S.I B56-1 SAFETY STANDARDS. 2.
MUST BE ABLE TO SAFELY LIFT A MINIMUM OF 1200LBS. 3. BEAM/WARP HEAD
DIAMETER IS 32 INCHES. 4. FLOOR TO CENTER OF UPPER BEAM LIFT IS
APPROXIMATELY 71 INCHES. 5. FLOOR TO CENTER OF LOWER BEAM LIFT IS
APPROXIMATELY 16 INCHES. 6. CENTERLINE OFFSET, LOWER TO UPPER BEAM IS
APPROXIMATELY 3-1/2 INCHES. 7. OVERALL LENGTH OF THE TRUCK
APPROXIMATELY 144 INCHES OR LESS. 8. LOAD FULL OR HALF BEAMS IN UPPER
OR LOWER POSITIONS. 9. SELF-PROPELLED (BATTERY) AT WALK SPEED. 10.
CRADLE OR OTHERWISE MUST BE ABLE TO EFFICIENTLY AND WITH NEEDED
PRECISION LOAD WARP BEAMS ON SULZER-RUTI PU 130 INCH WEAVING MACHINES
(TWO/HALF WARPS IN HIGH AND LOW POSITIONS) AND 85 INCH SULZER-RUTI
P7100 (FULL BEAM IN UPPER AND LOWER POSITIONS) WEAVING TERRY CLOTH
MATERIALS. 11. BEAM/WARP LENGTHS VARY FROM 50 TO 70 INCHES. 12. MAXIMUM
AISLE WIDTH BETWEEN MACHINES (BEAM HEAD EDGE TO BEAM HEAD EDGE IS 79
INCHES, MINIMUM WIDTH IS 72 INCHES. 13. TRUCK TO BE EQUIPPED TO SHIFT
BEAM LATERALLY. 14. IF NOT EQUIPPED TO UTILIZE A 600 AH-13.9 KW, 24 VDC
BATTERY, (31 INCH LENGTH, 13 INCH WIDTH, 24 INCH HEIGTH) WITH LEADS,
BATTERY, INCLUDE CHARGER AND LEADS IN PRICE BID. 15. ALL LIFT SHIFT AND
TILT OPERATIONS TO BE ELECTRO-HYDRAULIC. Delivery is 150 days after
award. FOB Destination. Delivery/acceptance shall be at Destination to
USP, Terre Haute, HWY 63 South, Terre Haute, Indiana 47808. A Firm
Fixed Price contract is anticipated. The provision at FAR 52.212-1,
Instruction to Offerors-Commercial, applies to this acquisition. Clause
52.212-2, Evaluation Commercial Items is applicable. Evaluation
procedures is: Past Performance and Price. The Government reserves the
right to make award on initial offer received, without discussion.
Offerors shall submit signed and dated offers, either on a SF33, or
letterhead stationary to Federal Prison Industries, 320 First St. N.W.,
Attn: Bid Custodian, Washington D.C. 20534 or overnight or express mail
to 400 First St N.W., 7th floor Attn: Bid Custodian Facsimile offers
are accepted at 202/305-7237. Clause 52.215-18 Facsimile Proposals are
applicable. Offers must be received by 2:00 PM, February 23, 1998 and
indicate name, address and telephone number of bidder, technical
description of the item(s) being offered in sufficient detail to
evaluate compliance with the requirements in the solicitation, terms of
any expressed warranty, price and any discount terms, remit to address
if different than mailing address, a completed copy of representations
and certifications at FAR 52.212-3, Offeror Representations and
Certifications Commercial Items; acknowledgment of all amendments.
Offeror must hold prices firm in its offer for 30 calendar days from
the date specified for receipt. If offer is not submitted on a SF33, a
statement specifying the extent of agreement with all terms,
conditions, and provisions included in the solicitation. All offers
that fail to furnish required representations and certifications or
information or reject the terms and conditions of the solicitation may
be excluded from consideration. Clause 2.212-4, Contract Terms and
Conditions-Commercial Items, applies to this acquisition. Clause
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive orders-Commercial Items, applies to this acquisition.
