U.S. Department of Energy (DOE), Federal Energy Technology Center
(FETC) is interested in pursuing cost-shared proposals for research,
development, and demonstration in the area of Solid Fuels and
Feedstocks. The purpose of this "Solid Fuels and Feedstocks Grand
Challenge PRDA" solicitation is to develop technologies that ensure a
continued supply of environmentally sound fuel for existing and future
combustion systems, with minimal incremental fuel cost, and to better
utilize domestic resources for the production of high-value,
carbon-based feedstocks for specialty applications. The solicitation
seeks efforts to develop new or improved technologies for 1) the
beneficiation of fine-size coal to improve carbon recovery from current
production and existing coal impoundments, 2) the dewatering, handling
and reconstitution of fine coal, 3) the pre-combustion removal of
trace elements from coal for the control of the emission of hazardous
air pollutants, 4) the independent or joint preparation of biomass and
waste materials with coal to produce new solid fuels, and 5) the
production of carbon-based, solid feedstocks for use in producing
improved transportation fuels and chemicals. FETC intends to select a
broad range of projects for Phase I efforts for laboratory-scale
testing from which a reduced number of projects will be chosen via a
downselection process for Phase II efforts involving proof-of-concept
scale operations. This notice is both a Presolicitation Synopsis and a
