Center (GSFC) plans to issue a Request for Proposal (RFP), on a sole
source basis in accordance with 10 U.S.C. 2304(c)(1), Only One
Responsible Source, and 10 U.S.C. 2304(d)1), Unacceptable Delays.
NASA/GSFC plans to obtain services from Science Systems and
Applications, Inc. (SSAI), 5900 Princess Garden Parkway, Ste 300,
Lanham, MD 20706, for a five month extension (4/1/98 through 8/31/98)
with two one-month options (see * below) (9/1/98 through 10/31/98), to
existing contract NAS5-31741. These services are a continuation of
scientific and engineering support services for design, development,
and testing of remote sensors and sensor systems while the Government's
technical requirements are being consolidated and competed. This
support includes, but is not limited to, software development related
to various modeling applications for GSFC projects such EOS/MODIS, as
well as data classification and analysis, research support, mechanical
engineering support, design, fabrication, and assembly for
electro-optical remote sensing instruments, maintenance and operation
of the Systems Evaluation and Development Laboratory (SEDL) and related
antenna systems, Landsat instrument payload analysis, including the
Enhanced Thematic Mapper (ETM), and, development and refinement of the
CARANLYS program. Award to any other source for this 5 to 7 month
period would delay NASA's Procurement support services. Such delay
would be unacceptable because it would jeopardize the critical
milestone schedules for numerous ongoing scientific investigations,
including: the Multi-beam laser altimeter design completion (6/98);
MOLA-2 contingency operations (3/98 -- 9/98); Antarctic Geophysical
Observatory Lidars (Greenland deployment 5/98 and 10/98); Landsat-7
Image Analysis System (IAS)(image assessment system deliverables 4/98
and 7/98); Vegetation Canopy Lidar critical design review (6/98); the
MODIS post launch calibration and characterization validation
algorithms and analysis support (MODIS launch scheduled for 7/98). This
five to seven month extension is required to ensure continuation of
support services until the competitive procurement is awarded. The
competition has been synopsized and will be procured as a small
business set-aside. Draft Statement of Work (DRFP) #DRFP5-61932/266
will be issued during February 1998. (*)The options will only be
exercised if the follow-on contract has not been awarded prior to
8/31/98. The support sought is a continuation of work performed by
SSAI, under this contract, since May 1, 1992 and is only intended to
continue until the follow-on contract is competitively awarded. In
accordance with Federal Acquisition Regulation (FAR) 6.302-1, Only One
Responsible source, NASA/GSFC intends to obtain these services from
Science Systems and Applications, Inc. (SSAI), 5900 Princess Garden
Parkway, Ste 300, Lanham, Maryland 20706. See numbered Notes 22 and 26.
