A -- EXCITED ATOMS AND MOLECULES STABILIZED IN AN IMPURITY-HELIUM SOLID PHASE (IHSP) POC Susan Benik, Negotiator, (703) 325-6962, Edward Archer, Contracting Officer, (703) 325-5028 This effort is a sole source contract to the Institute of Energy Problems of Chemical Physics, Chernogolovka. This proposed effort is a continuation of the study conducted under the Defense Nuclear Agency/Defense Special Weapons Agency (DNA/DSWA) contracts, and consist of experimental and theoretic investigations related to development of a high energy content media (energy content up to 2 S 10 j/g) utilizing the excited atoms and molecules stabilized in IHSP bulk materials. DSWA plans to award a sole source contract to the Institute of Energy Problems of Chemical Physics, Chernogolovka. DSWA believes that the Institute of Energy Problems of Chemical Physics, Chernogolovka is the only source possessing the existing technical expertise. Any other firm desiring consideration must fully identify its capability to perform this requirement. See Note 22 (substitute 15-day proposal receipt period in lieu of 45-day period).
