A -- DESIGN OF LOW PRESSURE HIGH-EFFICIENCY EXPLOSION EXPERIMENTS POC Susan Benik, Negotiator, (703) 325-6962, Edward Archer, Contracting Officer, (703) 325-5028 This effort is a sole source contract to the Institute of Chemical Physics, RAS. The prime objective of this study is to design the energy source system capable to produce a relatively uniform low pressure/low blast intensity environment over a large volume or area of the target. The considered design concepts are based on two different principles; the first principle is based on the engulfing, mixing and oxidation processes of the ambient air and the second principle is based on the interaction of the products of the convective burning and low velocity detonation with the fuel and oxidizer particles of the charges. The Defense Special WEapons Agency (DSWA) believes that the Institute of Chemical Physics is the only source possessing this technical expertise. Any other firm desiring consideration must fully identify its capability to perform this requirement. See Note 22 (substitute 15-day proposal receipt period in lieu of 45-day period).
