Department of Commerce, NOAA has a requirement for the design and
development of a Signal Processing System (SPS), along with the
provision of six prototype units, which will be compatible with the VIZ
1492-540 radiosonde. The SPS will decode VIZ 1492-540 radiosonde
telemetry and, through its communication link, provide thermodynamic
data and supporting functions to a Government-specified workstation. It
is expected that the first prototype unit will be delivered within six
months after award. NOAA intends to negotiate with VIZ Meteorological
Systems Group, Ocean Systems Division, Sippican, Inc. of Philadelphia,
Pennsylvania for this requirement. VIZ is the designer, developer and
sole manufacturer of the 1492-540 radiosonde. Design of the SPS
requires access to 1492-540 radiosonde data which is proprietary to VIZ
and which VIZ has stated that it will not release. A request for
written quotation will be issued to VIZ Meteorological Systems Group on
or about February 23, 1998.Award will be made on or about March 31,
1998. All responsible sources may submit a quotation which shall be
