Little, Inc. of Cambridge, MA. This is a requirement to deposit diamond like coatings (DLC) on two GFE NESSIE optical windows; provide impedance values which characterize the barrier properties of the DLC coating on the two windows; develop a DLC/Germanium window test device and procedure; develop a DLC/Germanium window coating specification; and an Option for analysis of other coatings that could be utilized to stabilize existing pitting of the DLC coated Germanium surfaces. FOB Destination. Period of performance is contract award through 30 September 1998. This is a sole source acquisition authorized under 10 U.S.C.2304 (C) (1). Numbered Note 22 is applicable. Due to the unique knowledge that A.D. Little, Inc. possesses of electrochemical techniques to evaluate corrosion of DLC coated Germanium NESSIE IR windows, as demonstrated under the prior competitive BAA N66604-94-M-GH52 and sole source follow-on N66604-96-C-0849, they are the only company qualified to complete the requirement that will allow NUWC to maintain and /or repair existing coated NESSIE systems.
