ARCHITECT-ENGINEER INDEFINITE DELIVERY SERVICES, Ohio Air National
Guard, 1947 Harrington Memorial Road, Mansfield Lahm Airport, Ohio
44903-0179. multidisciplinary A-E services are required for
maintenance, repair and minor construction/alteration, and construction
projects on administrative, commercial, and industrial type facilities.
Services will include but not be limited to: Type A Investigative
Services, consisting of (a) performing field surveys, investigations,
inspections, and data collection as necessary to support the design
phase and (b) developing alternative concepts for design; (2) Type B,
(at the option of the Government), consisting of accomplishing a
complete design based on the Government Statement of Work or Project
Book for each project with engineering calculations and design
analysis, statement of work, technical specifications, detailed
drawings and cost estimates for use in competitive bidding by
contractors; and (3) Type C Construction Inspection and Testing
Services (at the option of the Government). Prospective A-E firms will
be evaluated in accordance with the following criteria, which are
listed in order of importance. Selected A-E will best meet these
qualifications: (1) Professional Qualifications necessary for
satisfactory performance of required services, including architect,
civil engineer, structural engineer, mechanical engineer, electrical
engineer and environmental engineer; (2) Specialized experience in the
design of small to medium sized ($0-1,000,000 construction cost)
projects for industrial type facilities, experience in energy
conservation, pollution prevention, waste reduction and demonstrated
success in prescribing the use of recovered materials; (3) Capacity to
accomplish the work in the required time; (4) Past performance on
contracts with Government agencies and private industry in terms of
cost control, quality of work, and compliance with performance
schedules; (5) Location in the general geographical area of the project
and knowledge of the locality of the project; (6) The volume of work
previously awarded the firm by the Department of Defense (prime firm or
all joint venture firms should include a statement, based on the 12
months prior to this submission, which lists the contracts, the amounts
for DOD contracts awarded to the firm, delivery orders processed for
indefinite delivery contracts, and DOD fees paid against these
contracts and delivery orders). The contract will have a minimum
guaranteed fee of $5,000, a maximum fee limit of $300,000 per delivery
order, and a maximum cumulative fee limit of $1,000,000 annually. The
contract is estimated to begin in April 1998. the first project
anticipated to be designed under the proposed contract is preliminary
design services to develop an initial site plan, floor plan and
detailed programming cost estimate to construct an
administrative/operations complex consisting of two facilities. The
first will be a 3131 square meter (33,701 square foot) facility which
will serve the flying squadron operations and base communications
functions. Construction will include all building, utility services,
site improvements, vehicle parking and required communications
infrastructure to replace the existing main telephone switch. The
second facility will be a 1875 square meter (9600 square foot) facility
and will house the base security forces squadron and base physical
fitness training center, to include utility services, parking and
related site improvements. Other projects anticipated to be designed
under this contract include upgrades and repairs to an existing
aircraft corrosion control and fueling systems maintenance hanger;
extensive alteration, renovation and repair to an existing vehicle
maintenance complex; and an energy conservation project to retrofit
fluorescent lighting systems in several facilities on this
