Burks, Contracting Officer, (703) 325-5021 The Defense Special Weapons Agency (DSWA) intends to issue a sole source contract to the Zvezdochka State Marine Steamship Company. DSWA has a requirement for infrastructure improvement which is needed for submarine dismantlement. The effort to be performed includes installation of oxygen and propane distribution system the manufacture of 150 containers for scrap metal, the installation of low pressure air distribution system, and an additional 1,500 square meters to concrete working pad. DSWA believes that the Zvezdochka State Marine Steamship Company is the only source possessing the necessary existing information, resources, and expertise to meet this program requirement within the time required by DSWA. In addition, this is a predominantly "closed" shipyard in Russia. Any other firm desiring consideration must fully identify its capability to perform this requirement. See Note 22.
