limited to, furnishing all labor, management, supervision, tools,
materials, equipment, incidental engineering, and transportation
necessary to operate, maintain, and repair buildings, structures and
associated utility systems, equipment, appliances, land areas, and
other related real property and facilities at the Coleville Family
Housing complex and the Marine Corps Mountain Warfare Training Center,
Bridgeport, CA in accordance with the contract requirements. The work
includes performance of service call work; preventive and other
scheduled maintenance; solid waste and trash collection and disposal;
grounds maintenance; custodial services; surfaced area maintenance;
operation, maintenance, inspection and repair of potable and waste
water systems; change of occupancy maintenance; snow and ice removal;
and pest control. The contract will be a Combination Firm-Fixed
Price/Indefinite Quantity contract with a base period plus four option
periods. The contract is to be awarded to the responsible offeror who
submits the proposal considered most advantageous to the Government
considering "Price" and "Technical" evaluation factors. The following
evaluation criteria have been established: Factor 1 -- Price; Factor 2
-- Experience/Capability/Quality Control; Factor 3 -- Past
Performance. Factor 1 is approximately equal in importance to Factor 2
and Factor 3 when combined. Factors 2 and 3 are of equal importance.
Within Factor 2, the following subfactors are of equal importance:
Subfactor 2.1 -- Recent Specialized Experience; Subfactor 2.2 --
Management Capability; Subfactor 2.3 -- Quality Control. The Standard
Industrial Classification code is 8744 Base Maintenance, and the
business size standard is $20 million. This solicitation is reserved
exclusively for small business concerns. A site visit has been
scheduled for March 12, 1998 at 9:00 A.M. Participants will meet at the
Coleville Military Family Housing Office. A pre-proposal conference has
been scheduled for March 12, 1998 at 2:00 P.M. at the Marine Corps
Mountain Warfare Training Center. The solicitation will be issued on or
about February 27, 1998 with a tentative closing date of April 13,
1998. This will not be a public bid opening. Copies of the solicitation
