U -- GRADUATE CERTIFICATION PROGRAM FOR PUBLIC HEALTH TRAINING NEEDS SOL 200-96-0539 DUE 030698 POC Dale F. DeFilipps, Contract Specialist, (404) 842-6785 The Centers for Disease Control and Prevention (CDC) contemplates awarding a Sole Source contract modification to the University of Washington to provide training services for public health officials. The justification for other than full and open competition is based on the fact that one year of development and one year of execution have already been undertaken by the University of Washington under contract no. 200-96-0539, and only University of Washington has the necessary expertise and resources to perform the training requirements under Phases III (second year of training) and IV (third year of training) of the contract. The contractor shall be required to provide distance- based and on site graduate level course work in public health to a cohort of up to 40 CDC employees. This would be the second of a projected three cohorts that would be provided graduate level course work in public health under this contract. The contractor is responsible for the following tasks: Enroll students in School of Public Health and Community Medicine in a certificate program that totals 33 quarter hours to be completed over a 12 to 15 month time period (includes tuition and fees); provide course materials, including computer support and teaching assistants for course work; secure, either on or near campus, appropriate lodging for the on site portions of the course work. Under contract no. 200-96-0539, the University of Washington, School of Public Health and Community Medicine has, in year one, developed, consistent with the terms of that contract, a combination on site and distance-based curriculum, and, in year two, delivered that curriculum to 27 CDC employees. For reasons of both time and money, continuing the contract with the University of Washington is the most efficient and cost effective means of acquiring the training services, already specified under contract no. 200-96- 0539. In addition to the nine-month curriculum development time, the first year of course work has entailed ongoing refinement of course materials and delivery methods. It would take another contractor at least nine months to research and develop the course curriculum. It would also take an additional six months to issue another competitive solicitation and negotiate and award another contract. Hence, only the University of Washington can meet the time requirements to begin the training session in July 1998 since it already has the course curriculum completely developed. Only the University of Washington is in the position to deliver the course work to the second cohort of students beginning July 1998. Other potential offerors do not have, and would not have time to develop, a combination of on-site and distance-based curriculum in time to meet the cohort start date requirement (July 1998). The anticipated performance period for the training services is 28 months beginning in July 1998. All responsible sources may submit a response which will be considered by the agency. See Note 22.
