A -- RADIOLOGICAL STUDIES AT THE BALAPAN TEST FIELD AND DEGELEN MOUNTAIN IN THE REPUBLIC OF KAZAKHSTAN POC Susan Benik, Negotiator, (703) 325-6962, Edward Archer, Contracting Officer, (703) 325-5028 This is a sole source contract to V.G. Khlopin Radium Institute. The purpose of this effort is to augment silo and test hole closure assessments within the Balapan Test Field and on-going water monitoring and mitigation activities at Degelen Mountain, the contractor shall provide the necessary V.G. Khlopin Radium Institute personnel, equipment, laboratory, and data analysis in order to conduct radiochemical analysis and gamma (Ge)-spectrometry analysis specified below. This institute was responsible for performing all post-test radiochemical analysis of Soviet nuclear tests including all tests performed at Degelen Mountain and the Balapan Test Field located on the former Semipalatinsk Test Site. Therefore, the Defense Special Weapons Agency (DSWA) believes that the V.G. Khlopin Radium Institute is the only source possessing the existing technical expertise. Any other firm desiring consideration must fully identify its capability to perform this requirement. See Note 22 (substitute 15-day proposal receipt period in lieu of 45-day period).
