The Dept of Commerce, NOAA has a requirement for support services for Administration of Cooperative Agreements, contracts and associated programs with the eleven states and District of Columbia located in the National Marine Fisheries Service, Office for Enforcement in the Northeast Enforcement Division. This service will include: review contract documentation; compare port monitoring and fishing vessel/dealer reports with fishing vessel days at sea histories; fishing vessel trip reports and federal fisheries permits to detect and document potential violations and follow-up investigations on Complaint Action Request forms; forward complaint action request forms to the appropriate NMFS Special Agent or Patrol Officer; catalog contract "Data Collection Summary Sheets"; prepare progress reports on the five contracted states; periodically update the federal deputization program; assist with completing training certifications; processing advanced training requests; assist with preparing asset sharing requests; accompany the State Coordinator on meetings with state conservation law enforcement agencies and other organizations involving contract issues; other administrative matters. The period of performance is March 9, 1998 thru September 30, 1998 with two one-year options. The requirement is 100% set-aside for Small Business. Offers from concerns other than Small Business are not solicited.
