Smith, 301/713-0853 Lawrence Frazier, 301/713-0851 R -- The Department of Commerce/NOAA/National Ocean Service (NOS) intends to place an order using Simplified Acquisition techniques on a sole source basis with Dr. Alfred R. Miller, 10 San Pueblo Court, Palm Coast, Florida. The contractor shall develop and administer a Managerial Core Competency Assessment (360-degree) project in the National Ocean Service (NOS). This program will contain a 70 item questionnaire having a five point summated or Likert-type satisfaction scale and a semantic differential scale to measure managerial performance in 10 core competency areas. This project will involve 40 senior management personnel located in NOS headquarters, regions and science centers. The questionnaire will be given to each participant's supervisor, subordinates, peers/colleagues, and "customers". The contractor shall utilize the existing data that were previously gathered from the pilot 360-degree project to further refine and develop the questionnaire(s) that will utimately be used in this 360-degree project. Based on the scoring of the completed questionnaires, the contractor shall prepare an individual summary report for each of the 40 senior management personnel involved in the program. The contractor shall analyze the data and report the results to NOS management within 120 days of the contract award date. Vendors who believe that they can meet this requirement are invited to submit information demonstrating their ability to meet these requirements. Responses received within (15) calendar days after publication of this notice will be considered in determining whether or not to place the order with AMS on a sole source basis. (0040)
