project is to upgrade the electrical and mechanical at Sijan Hall (Bldg
2348). One Indefinite Delivery Indefinite Quantity (IDIQ) contract will
be awarded to be completed in Phase I and Phase II. The project
includes, but not limited to, the following: PHASE I: (1) Remove and
replace existing mechanical and electrical systems including electrical
work in substations 1, 2, & 3; modify fire ratings of existing walls;
provide and install new doors and frames; locate existing buried
utilities to verify depths; perform video surveys of existing storm
sewer; removal of rock; and provide and install new cooling tower and
generator within new enclosure; (2) Install new storm sewer section;
relocate existing CATV and/or buried utility lines and active storm
sewer if identified on video survey. PHASE II: Remove and replace
existing mechanical and electrical systems, modify fire ratings of
existing walls, provide and install new doors and frames. This project
includes a sole source requirement for Staefa DDC Temperature Controls
only. The resultant contractor will be permitted storage on-site.
Performance period for Phase I will be 120 administrative days and 180
days on-site construction. Performance period for Phase II will be 90
administrative days and 180 days on-site construction. The estimated
construction magnitude for both phases is between $5,000,000 and
$10,000,000. Offerors must propose on both phases. Delivery order for
Phase I to be issued at contract award. Funds for Phase II are not
presently available. Delivery order for Phase II will be issued when FY
98 funds become available or a continuing federal budget resolution is
passsed by Congress but no later than 29 Nov 98. Responsible sources

purposes, the applicable SIC code and small business size standard for
this solicitation is one where the average annual receipts of the
concern and its affiliates for the preceding three fiscal years does
not exceed $7million and applicable SIC code is 1711. This solicitation
is being competed as unrestricted IAW the Small Business Competitive
Demonstration Program. Bids will be evaluated in accordance with DFARS
252.219-7008 entitled "Notice of Evaluation Preference for Small
Disadvantaged Business Concerns-Construction Acquisitions-Test
Program". The solicitation is tentatively scheduled for issuance on or
about 27 Feb 98. Women-owned and small disadvantaged business concerns
are encouraged to submit offers. Copies of this solicitation are
limited to 60 and availability is on a first-come-first-served basis.
