synopsis/solicitation for commercial items prepared in accordance with
FAR sub part 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
WILL NOT be issued. Solicitation number VA-797-98-F2Q-0008 is issued
as a Request for Quotation. However, interested persons are required to
contact Monica J. Pileggi, Contract Specialist, 301-619-4070, for
additional documents and drawings. The proposed contract action is for
Electrical Cord Assembly Set (ECAS) for which the government intends
to solicit and negotiate with only one source (Technical Services
Laboratory, Inc.) under authority of FAR 6.302. Interested persons may
identify their interest and capability to respond to the requirement
or submit proposals. The solicitation document and incorporated
provisions and clauses are those in effect through FAC 90-46. The SIC
code is 3728 and the small business size standard is 1000 employees.
The contractor shall provide the following equipment already tested and
approved by Brooks Air Force Base for use on large-bodied United States
Air Force aeromedical evacuation aircraft: C130/141 Cable Assembly
First Article, part number 8564034-10, quantity 8; C130/141 Cable
Assembly, part number 8564034-10, quantity 4000; C130 Cable Assembly
First Article, part number 8564034-30, quantity 8; C130 Cable Assembly,
part number 8564034-30, quantity 4000; KC135 Cable Assembly first
article, part number 8564034-135, quantity 4; KC135 Cable Assembly,
part number 8564034-135, quantity 2000. General Description: The ECAS
AC Adapters are required to connect various types of medical equipment
to aeromedical evacuation aircraft electrical power sources on C130,
C141, and KC135 aircraft. System Components: The ECAS AC Adapters shall
consist of 4 each of three different type adapters (C130, C130/141, and
KC135). Interface Definition. The ECAS AC Adapters will be capable of
interfacing with the C-130, C141B, and KC135 aeromedical aircraft power
systems. The Government furnished drawings shall be used as a guide to
construct AC adapters. The AC Adapters will interface with three types
of aircraft AC outlets. To mate with these outlets, the following plugs
shall be used: MS3456W18-11P, MS3456W18-10P, and MS345620-4P. All
adapters will be rated for 15 amp service. Additional information on
aircraft power systems can be obtained form the following Technical
Orders: TO 1C-141-2-7, JG and TS Series, Technical Manual Electrical
System, TO 1C-141-2-11WD-1-1, and TO 1C-141-2-11WD-1-2, Technical
Manual Aircraft Wiring Diagrams, TO 1C-130B-2-7, Technical Manual
Electrical System, TO 1C-130B-2-11, Technical Manual Aircraft Wiring
Diagrams, and TO 1C-130B-2-13, Technical Manual Wiring Diagrams.
Connectors/Receptacles: Heavy duty hospital grade connectors consistent
with STO type cable specified in 1.2.1 shall be used. Tension or pull
on the power cord shall be prevented from being transmitted to the
connector orreceptacle terminals. The actual connectors are specified
on the supplied drawings. Provisions shall be made to ensure that all
MS3456W18-11P, MS3456W18-10P, and MS345620-4P connectors do not become
inadvertently disconnected. AC Adapters: Each AC Adapter shall be 18
inches long including connectors. Cords will be high visibility,
yellow. Material and Components: Cables and connectors shall conform to
MIL-STD-3432E, and NFPA 70, National Electric Code as specified herein.
Materials and components which are not covered by applicable
specifications or which are not specifically described herein, shall be
of the best quality, of the lightest practical weight, and approved by
the procuring activity. Workmanship: The workmanship employed in the
manufacture of all parts and assemblies and all integral parts shall be
of the highest quality. The finished assemblies and all integral parts
shall be free from oils, burrs, and sharp edges. Interchangeability:
All parts and assemblies having the same part number shall
beinterchangeable. Safety: The design of the AC adapters shall be
evaluated in accordance with MIL-STD-882 and reflect applicable system
and personnel safety factors. Hazards associated with component
failure and electrical systems shall be minimized and the AC adapters
shall not present an additional hazard to the aircraft or personnel
using the system. Human Performance/Human Engineering: Human
engineering design criteria and principles shall be applied in the
design of the AC adapters to achieve safe, reliable, and effective
performance. The guidelines contained in MIL-H-46855 and MIL-STD-1472
shall be incorporated in the human engineering design criteria for this
system. Responsibility for Tests: Unless otherwise specified in the
contract, the contractor is responsible for ensuring that the
development and performance requirements specified herein have been
satisfied. Except as otherwise specified in the contract, the
contractor may use his own or any other facilities suitable for
performance of the tests required, unless disapproved by the
government. Place of delivery shall be the Air Force Medical Logistics
Office/OL2 in Fort Worth, Texas. Delivery of the first article shall
occur within 30 calendar days of contract award. FAR clause 52.212-1,
Instructions to Offerors -- Commercial applies to this acquisition.
Clause 52.212-2, Evaluation -- Commercial Items, applies to this
acquisition. The Government will award a purchase order resulting from
this synopsis/solicitation to the responsible offeror whose offer
conforming to this synopsis/solicitation will be most advantageous to
the Government, price and other factors considered. (1) Technical
capability, (2) past performance, and (3) price. Technical and past
performance when combined are significantly more important than price.
Offerors shall include a completed copy of the provision at 52.212-3,
Offeror Representations and Certification -- Commercial Items, with
the offer. Clause 52.212-4, Contract Terms and Conditions -- Commercial
Items, applies to this acquisition. Clause 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items, applies to this acquisition. Offers are due by 2:00pm
