Pursuant to FAR Part 15, the Space and Naval Warfare Systems Command
(SPAWAR) is soliciting the participation of sources possessing the
capability and experience in architecture migrations for real-time
processing systems. These systems are related to the development
(integration and testing) of ship and shore based
Commercial-Off-The-Shelf (COTS) processing systems for the
Intelligence, Surveillance and Reconnaissance Directorate (PD 18). The
goal is for experienced contractors to meet, exchange information, and
provide pre-solicitation ideas and approaches to the Government for the
development of a single common hardware and software architecture
baseline. This baseline will support all Integrated Undersea
Surveillance (IUSS) programs currently fielded and emerging programs in
development (e.g., Advanced Deployable System (ADS), and Fixed
Distributed System (FDS)). Interested firms should have experience in
software engineering and system engineering using real-time operating
systems; SUN workstations; C, C++ and Ada programming languages;
software rehosting; high speed networking; relational databases; and
object-oriented software development. Experience must include the use
of software tools. The participants will work with Navy and University
laboratories to participate in the development of this common
architecture. Currently, there are two major baseline processing
systems -- the Shore Signal and Information Processing Subsystem
(SSIPS) for FDS, and the Mobile and Deployable Systems (SURTASS TX,
Twinline and Low Frequency Active) baselines. These systems are similar
in that they use COTS processing hardware and array processing boards,
but they differ in hardware and software architectures and sensor
configurations. The overall requirements for each of the systems are
different, documentation levels for the baselines differ, the
programming languages used differ, as well as training packages and the
Operator-Machine Interface (OMI). SPAWAR anticipates that participants
will play a role in identifying and clarifying Navy specifications for
a follow-on competitive SPAWAR initiative to obtain an engineering
development model . This competitive action is planned for formal
solicitation in early calendar year 1999, with award in last quarter
cy99 . While SPAWAR will be developing system level and functional
specifications for the follow-on competition, participants in this
pre-solicitation opportunity will assist in developing those
specifications. The participants will be part of an Integrated Product
Team (IPT) organized and chartered as part of the pre-solicitation
process authorized by the Federal Acquisition Regulation(s), FAR Part
15. Interested parties responding to this announcement will meet with
Government employees and contractor support personnel on a regular
basis. SPAWAR is developing a world wide web site
<http://www.iuss2000.amron.net&gt; to distribute information on this
IPT. Firms participating in the IPT will be authorized access to the
information on the web site. Interested sources are advised that SPAWAR
is also currently evaluating the feasibility of integrating IUSS
requirements into an existing NAVSEA developmental program (ARCI-MPP).
If the Navy pursues this or another acquisition alternative, the web

first IPT meeting is planned for 2 March 1998 at: TRW, 1843 Hotel
Circle South, San Diego CA 92108. A security clearance will be required

(619) 542-2291. Future meetings are planned monthly and dates will be
published on the web site at least one month in advance of those
meetings. The IPT will be called the IUSS Processing IPT and will be
chaired by Ms. B.J. Lee (SPAWAR PMW181). Identified contractor support
will be: PSI, TRW and AMRON Corporation. These contractors currently
provide advisory and assistance (A&A) services through Government
contract. These contractors are restricted by their respective
Organizational Conflict of Interest (OCI) clause(s) from receiving
production award contracts resulting directly from the development of
these specifications. Interested parties should provide a five (5) page
statement outlining their respective capabilities. In addition,
interested parties must provide proof that they hold facility secret
clearances and must demonstrate a willingness to enter into agreements
with contractors providing data with limited purpose legends. Firms
who respond to this sources sought announcement should be aware that
all work performed as a result of participation in the IPT will be at
their own cost. Responding firms will not be precluded from
participating in the follow-on competition, if it occurs. Such
competition may result in a contract, an other transaction agreement,
or no action. Firms should state their business size, include
literature, brochures and capability summaries of their ability to
perform the work stated above. Foreign owned sources should indicate
the country of ownership. Responses are due in e-media format (MS Word)
