Center, aford@psc.dhhs. gov. The Substance Abuse and Mental Health
Services Administration (SAMHSA), Center for Mental Health Services
(CMHS), Office of Policy, Planning and Administration (OPPA) intends to
negotiate on a sole source basis with the Brazelon Center for Mental
Health Law, located at 1101 15th Street, NW., Washington, DC. The
purpose of this requirement is to produce a report that will document
the status and size of the problem, analyze current legal an policy
responses; evaluate the impact of legal changes in several selected
states, and recommend legal and policy strategies for advocates and
policy makers to consider. The report is an effort to increase
attention to the issue of parents having to relinquish custody of their
children who have serious emotional and behavioral problems. The period
of performance will be twelve (12) months. This award will be made
using simplified acquisition procedures. The Government reserves the
right not to open this requirement to competition based upon the
responses to this notice. Technical responses and requests received as
a result of this notice of intent will normally be considered solely
for the purposes of determining whether to conduct a competitive
procurement. Interested firms must submit clear and convincing data
substantiating their capability to furnish this requirement within
forty-five (45) days from the date of publication of this notice. NO
SOLICITATION package is available. If no affirmative response is
received award will be made to Bazelon Center for Mental Health Law.
