B -- ANALYSIS SUPPORT SERVICES FOR HEADQUARTERS AIR FORCE OFFICE OF SPECIAL INVESTIGATIONS (HQ AFOSI) SOL F49642-98-XRFI1 DUE 022798 POC Saundra Pickens 202- 767-7977 FAX 202- 767-7817 The Air Force is issuing this Request For Information in order to conduct market research to determine if there are any responsive and responsible private sector offerors which are interested in providing mission support services to the Air Force Office of Special Investigations (AFOSI). We are looking for acquisition approaches to provide professional analysis to identify and neutralize the Foreign Intelligence Service (FIS), Terrorism, Criminal and Fraud threat to USAF and DoD resources. The contractor, and each employee providing this support, must maintain expert knowledge of the organization, personnel, capabilities and tactics of state-sponsored, transnational, international, regional terrorist groups, and their surrogates that threaten USAF and DoD resources. The contractor and each employee providing this support, must maintain expert knowledge of the organization, personnel, capabilities and tactics of Foreign Intelligence Services that threaten USAF and DoD resources. The contractor will conduct all source, terrorism, FIS, criminal and fraud analysis for AFOSI. This includes independently performed in-depth research, collation, and analysis of a wide range of extremely complex information and operations while, in view of its unusual sensitivity, processing it with the utmost discretion. The contractor will prepare comprehensive terrorism, FIS, criminal and fraud informational and analytical products that will be used in policy making decision at the highest levels of the USAF, DoD, and other national security agencies. The contractor will review all source reporting and message traffic daily and provide briefings and analytical inputs to products that are used to brief the AFOSI Commander, Senior Air Force and DoD officials on significant events occurring throughout the world. The contractor will ensure that all AFOSI finished terrorism, FIS, criminal and fraud production is in strict compliance with security classification, restrictive caveats, and dissemination directives. The contractor will maintain a current series of liaison contacts with counterpart military and civilian intelligence, counter-terrorism, criminal and fraud agencies at the national level; prepare detailed briefings for command and senior officials regarding finished terrorism, FIS, criminal and fraud publications. The contractor will participate on crisis action teams, providing analytical support to contingency operations and planning and after action analysis of contingency operations. The contractor and each employee providing the on-site support will be required to have and maintain a Top Secret SCI, SI/TK/G/clearance. (Exception: Criminal/Fraud analyst only requires Top Secret.) The contractor and each employee providing the on-site support will be required to undergo suitability screening by HQ AFOSI. The Air Force may hold an "Industry Day" to afford interested contractors the opportunity to come in and offer suggestions on how this procurement might best be effected. Your input should be provided in writing. Some topics of discussion may be Government requirements, acquisition approaches, incentives, types of contracts, commercial vs. Military unique requirements, security requirements, etc. THIS IS A REQUEST FOR INFORMATION AND MARKET SURVEY ONLY. AT THIS TIME, THE GOVERNMENT HAS NO FIRM REQUIREMENT FOR THIS SERVICE. The Government will use the information gathered in response to this notice to understand the capabilities in the marketplace. All interested parties should provide, at no cost to the Government, full descriptive literature demonstrating their capabilities to provide the above described support service by close of business, 27 February 1998. All of the literature provided in response to this RFI will become the property of the Government and will not be returned.
