R-INDEFINITE QUANTITY ARCHITECT/ENGINEER SERVICES, STATE OF ALASKA. A
multi-disciplinary team to provide A/E services under an indefinite
quantity contract for A/E services including architecture; landscape
architecture; historic preservation; civil, structural, geotechnical,
mechanical, and electrical engineering; surveying; construction
estimating; construction inspection; manual and computer-aided
drafting; and compliance requirements of the National Environmental
Policy Act (NEPA). All work will be associated with National Park
Service (NPS) units in the state of Alaska. The anticipated work may
include, but is not limited to: Title I Services for soils
investigations/analysis, land surveying, scoping/programming, planning,
design, and NEPA compliance; Title II Services for the preparation of
construction documents (drawings and specifications) and construction
cost estimates; Title III Services for construction layout, submittal
review, design/engineering during construction, on-site construction
inspection, and preparation of operation and maintenance manuals. The
term of this contract will be for a base year and up to four option
years. Firm fixed-price task orders, issued under the basic contract,
will include a specific statement of work and be negotiated as
individual projects. The cumulative total of all task orders issued
under the contract cannot exceed $2,000,000 for each 12-month contract
period, with a guaranteed minimum of $5,000 for the base year of the
contract and for each year that the option is exercised. The services
required under this contract could include all activities associated
with repair, modification, and new construction of NPS facilities,
including but not limited to, buildings (e.g., visitor centers, cabins,
office space, maintenance buildings); water supply, storage, and
distribution systems; electrical systems; wastewater collection and
treatment systems; and roads and parking lots. Evaluation factors, in
order of priority, are: (1) specialized experience, technical
competence, education, and professional registration of proposed
project personnel including subcontractors, in the type of work
required; (2) professional qualifications of the firm which consist of
experience and technical competence of the firm in comparable work;
project management; proposed project organization including experience
in working together as a team; and professional licensing to practice
architecture and engineering in the State of Alaska; (3) past
performance on contracts with the National Park Service and/or other
government agencies and private industry in the areas of quality of
work, cost control, and compliance with schedules; (4) adequacy of
resources and priority and commitment of the firm and proposed
subcontractors within present workload to perform this contract; and
(5) geographic proximity to Anchorage, Alaska, of the office that will
perform the majority of the work. Firms that have the qualifications
to perform the services described above and wish to be considered for
these contracts should submit four (4) copies of Standard Form (SF) 254
and SF 255 to be received in this office on or before close of business
thirty calendar days after the date of appearance of this announcement
in the Commerce Business Daily. (Should the date fall on a weekend or
holiday, the SF 254s and 255s will be due the first workday
