Contract Specialist, (716) 879-4256 A/E services are required for site
investigation, preliminary design and final design of subject project,
including production of complete Plans and Specifications ready for
contract award. A firm-fixed-price contract will be negotiated. The
contract is anticipated to be awarded in June of 1998 and design
completed, including final plans and specifications, by September 1999.
This announcement is open to all businesses regardless of size. If a
large business is selected for this contract, it must comply with FAR
52-219.9 regarding the requirement for a subcontracting plan on that
part of the work it intends to subcontract. The wages and benefits of
service employees performing under this contract must be at least equal
to those determined by the Department of Labor under the Service
Contract Act. The project will involve design of new sanitary sewer
systems and modifications to existing combined sewer systems in order
to achieve effective sewer separation for up to 13 small and remote
combined sewer system basins covering a total area of approximately 185
acres. The estimated construction cost of this project is between
$5,000,000 and $10,000,000. Drawings shall be furnished in hard copy
F-size and electronic format and be 100% compatible with the District's
Intergraph/MicroStation* Version 5.5 (MicroStation* 95) CADD system
operating on Microsoft* Windows NT* Workstation version 4.0. Quantity
and cost estimates shall be prepared using MCACES software and
furnished in electronic format. Specifications shall be 100% compatible
with the SPECSINTACT systems and furnished in electronic format. (*
refers to patented trade mark name). See Note 24 for general selection
process. The selection criteria are listed below in descending order
of importance (first by major criterion and then by each
sub-criterion). Criteria (a) -- (d) are primary. Criteria (e) -- (g)
are secondary and will only be used as "tie-breakers" among technically
equal firms. (a) Specialized experience and technical competence in:
(1) Design of sanitary and storm sewer systems and other underground
utility systems. (2) Design of highways and roads. (3) Knowledge of the
locality and local procedures, codes, ordinances and laws pertinent to
the work being designed in Onondaga County, New York. (4) Construction
cost estimating and preparation of estimates using MCACES or similar
software. (5) Producing CADD Drawings in a format fully compatible with
the District's CADD system. (6) Producing specifications using
SPECSTINTACT* software programs. (7) Experience between prime firm and
significant subcontractors. (8) Knowledge of Corps of Engineers
computer-based design programs. (9) Producing quality designs based on
evaluation of a firm's design quality management plan (DQMP). The
evaluation will consider the management approach, coordination of
disciplines and subcontractors, quality control procedures, and prior
experience of the prime firms and any significant contractors on
similar projects. (b) Professional Qualifications: (1) Qualified
registered professional personnel in the following key disciplines:
Project Management, Civil Engineering, Sanitary Engineering, Hydraulic
and Hydrologic Engineering, Surveying and Cost Engineering. The
evaluation will consider education, training, registration, overall and
relevant experience, and longevity with the firm. (c) Past performance
on Department of Defense (DOD) and other contracts with respect to
cost control, quality of work, and compliance with performance
schedules. (d) Capacity to submit the concept design (35% complete) by
March 1999 and complete the final design, including plans and
specifications, by September 1999. The evaluation will consider the
experience of the firm and any consultants in similar size and type of
projects, and the availability of an adequate number of personnel in
key disciplines. (e) Extent of participation with Small Businesses,
Small Disadvantaged Businesses, Women-Owned Businesses, Historically
Black Colleges and Universities, and Minority Institutions in the
proposed contract team, measured as a percentage of the total estimated
effort. (f) Volume of DOD contracts award in the last 24 months as
described in Note 24. (g) Location of the firms office(s) in relation
to the work site (Onondaga County, New York). SUBMISSION REQUIREMENTS:
See Note 24 for general submission requirements. Interested firms
having the capabilities for this work and desiring consideration for
selection are invited to submit two copies of a completed SF 254,
unless a current copy is on file at the address listed below, and two
copies of SF 255, by March 16, 1998, including prime firm and all
consultants. Responding firms are requested to state whether they are
Large Business, Small Business, Small Disadvantaged Business and/or
Women-Owned business in block 4 of the SF 254. No other general
notification of firms under consideration for this contract will be
made, and no further action is required. This is not a Request for
Proposal. Responses should make reference to the "Onondaga, NY Sewer
