764-6659 (Site Code DACA67) The US Army Corps of Engineers, Seattle
District, is seeking sources to design and construct a 4,450 square
meter Education Center/Library (a combined facility) at Fairchild air
Force Base, Washington. The Request for Proposal will present the
project requirements in the form of a 30% design. The Education
Center/Library will be a state-of-the-art facility with high visibility
in the community services area of Fairchild Air Force Base. The
facility will provide classroom learning with library research,
utilizing computer labs and group study spaces. The major areas include
classrooms, small auditoriums, computer labs, administration/counseling
areas, library, and support areas. The work includes: complete fire
protection/detection systems, HVAC system and electrical and plumbing
systems. Site development includes roads and parking areas, utility
services, landscaping, and demolition of six temporary wood frame
classroom buildings. This solicitation may be conducted in two phases.
In Phase One (prequalification), submittals will be evaluated to
determine which offerors may submit proposals for Phase Two. Up to five
(5) firms will be prequalified to participate in Phase Two. The
prequalification package will be available on or about 27 February
1998, at no charge per set, with proposals due approximately one month
later. The RFP for Phase Two (design and construction) will be
furnished to the prequalified offerors on or about 8 May 1998. Firms
desiring consideration must request a copy of the prequalification
package, RFP Number DACA67-98-R-0021, in writing within fifteen (15)
calendar days after the date of this publication. If only a limited
number of firms request this prequalification package, this office
reserves the right to cancel Phase One and not conduct a
prequalification. In this case Phase II RFP will be issued to
responders on or about 8 May 1998. Documents will be issued on a first-
come, first-serve basis until supply is exhaused. No phone requests
accepted. Requests must be in writing and must be received before
documents will be mailed. Requests must be faxed (206) 764-6817 or sent
via eMail to plans-room-cenws-ct@usace.army.mil. Confirmation copy need
not be mailed. The cost of this project is estimated to be between
$5,000,000 and $10,000,000 and the completion period is 450 calendar
days. Standard industrial Classification code is 1542. Project is open
to both large and small business. NOTICE TO LARGE BUSINESS: If you are
a large business, you will be required to submit a subcontracting plan.
For the purposes of this procurement, a concern is considered a small
business if its average annual receipts over the last three years are
