-- M-3P -- The Air Force, Sacramento Air Logistics Center
(SM-ALC/PKL-2) plans to contract sole source with Harris Corporation,
Government Communications Systems Division (GCSD), Melbourne, FL to
provide Total System Performance Responsibility (TSPR) for the
Miniature-Multiple Threat Emitter System (Mini-MUTES) Modification
Program (M3P). Harris Corporation is currently performing design,
development and test of a proof of concept system for a new Mini-MUTES
computer, associated hardware and software, to replace the existing
Data General MV7800 computer. This effort is Stage 1 of a Commercial
Operations and Support Savings Initiative (COSSI) under a Defense
Advanced Research Project Agency (DARPA) agreement. Design
specifications (reprocurement data) containing the necessary interface
documentation would not be available until the completion of a COSSI
Stage 2 effort in FY01. In accordance with the terms of the COSSI
agreement, stage 2 ea. Applicable to: An/Mst-T1(V). Destn: McClellan

Continutation Of Line Item 0001 (follow-on production) is restricted
sole source to Harris Corporation as authorized under 10 USC 2371 and
section 845 of Public Law 103-160. The M3P TSPR modifications include
the COSSI Stage 2 requirement for production of computer hardware,
software and data. In addition, Harris Corporation is currently
performing an Advanced Change Study Notice (ACSN) under contract
F08635-90-C-0035 for the demonstration of improved aircraft tracking
capabilities. The design for this tracking upgrade was a Harris
Corporation funded Independent Research and Development (IR&D) effort.
Consequently, no technical data was available for purchase under the
ACSN and would not be available until a follow-on production contract
is completed. The M3P TSPR modifications include the requirement for
production of improved aircraft tracking capability. The M3P TSPR
requirements are based on performance specifications and include ea.

M-3P -- Continuation Of Line Item 0001 the following capabilities for
the entire Mini-MUTES fleet of 78 Remote Emitter Units (REU) and 20
Master Control Groups (MCG): 1) replace computer, 2) improve aircraft
tracking, 3) add reactive threat, 4) enhance aircrew feedback, and 5)
interfaces for the existing and future range debriefing systems. In
addition to the above, the M3P TSPR requirements also include the
following capabilities applicable to 12 of the REUs: 1) add three
highest priority advanced threats, 2) add remote deployment, and 3) add
remote auxiliary power. The 12 advanced threat REUs will require
reconditioning of Government Furnished Property (GFP) pedestals as part
of the M3P TSPR requirements. Other GFP necessary for completion of the
M3P requirements is currently in-plant at Harris Corporation under the
DARPA agreement and ACSN under contract F08635-90-C-0035. TSPR ensures
a seamless integration of the new Mini-MUTES computer, tracking ea.

M-3P -- Continutation Of Line Item 0001 upgrade, and other
aforementioned M3P modifications. Mini-MUTES is the most numerous of
the threat simulators available on Combat Air Force (CAF) training
ranges. M3P meets the CAF goals of modernization while reducing
operations and maintenance costs, infrastructure requirements and
increasing commonality of CAF equipment by reducing proliferation of
numerous and redundant system types. The need to upgrade system
capabilities is urgent with an initial operational capability (IOC) of
the end of FY01. SM-ALC intends to award a research and development
(R&D) contract with production options for M3P. Contract award is
anticipated to be on or about 31 May 1998. This notice is not a request

requirements. The proposed contract action is for supplies and services
for which the Government intends to solicit and negotiate with only one
source under the authority of FAR 6.202. This notice of intent is not
a request for competitive proposals. however, all proposal received
within twenty (20 days) after the date of publication of this synopsis
will be considered by the Government. A Determination by the
Government not to compete this proposed contract based upon responses
to this notice is solely within the discretion of the Government.
