synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). The item to be
procured is 1 ea. Diode-Pumped 5W CW Visible Laser with the following
specifications: I. Output characteristics: 1.1 5W TEM00 (M2 < 1.1)
output at 532 nm with beam ellipticity < 1%). 1.2 Power stability
shall be less than 1% variation over a 2 hour period. 1.3 Output power
shall be completely adjustable from 0.2W to 5W. 1.4 Amplitude noise at
specified power shall be less than 0. 1% rms (10 Hz to 2 MHz). 1.5
Nominal beam diameter at laser output shall be 2 +/- 0.2 mm (measured
at 1/e2 points). 1.6 Full angle beam divergence shall be less than 0.5
mrad. 1.7 Polarization extinction ratio shall be at least 100:1
vertical. II. Cavity Requirements: 2.1 Laser cavity shall be linear in
design, and achieve stable, low-noise, operation by coupling greater
than 90 longitudinal modes for quiet output and minimum speckle. 2.2
For long term hands-off operation and low maintenance, the laser
intra-cavity beam path shall be completely sealed. III. Pump Source:
3.1 Power supply shall contain two 20-watt diode bars derated to 75% of
maximum output power for extended diode lifetime, and low operating
cost. 3.2 Fiber shall not have more than one connector (to reduce
losses). 3.3 Fiber coupling efficiency shall exceed 85%. 3.4 Power
supply shall also be capable of supporting optional Q-switch driver for
upgrade to Q-switched laser heads. 3.5 System shall include a full
digital remote control module and offer the capability of computer
control through an RS-232 port. 3.6 Diode modules shall be mounted to
a cold plate inside of the power supply, which is cooled by a
Freon-free refrigerator, in order to provide maximum control of diode
temperature/wavelength, and longer diode lifetime, regardless of
ambient conditions. 3.7 Diode modules shall include electro static
discharge (ESD) protection. 3.8 Diode modules shall be field
replaceable and incorporate built-in memory, to retain exact factory
calibration of diode bars at time of installation. 3.9 The diode bars
shall be coupled to the laser head through a fiber bundle with a
high-precision fiber-optic connector, so that their replacement can be
accomplished without realigning the laser head or the downstream
experimental system. IV. Physical Characteristics: 4.1 Shall be able to
withstand drop test impact with minimum of 60 G. 4.2 The laser shall
have an output beam height of 5.0 +/- 0.5 inches. 4.3 Laser power
supply shall operate on 110 -- 115VAC drawing less than 10 A. 4.4
System shall use a closed-loop chiller, provided with the system, for
fast warm up maximum stability, and closed loop control of lasing
medium temperature. 4.5 The laser system shallhave separate laser head,
power supply, and chiller modules. V. Warranty and References: 5.1
Shall include full 12 month performance warranty with unlimited hours
of operation. 5.2 The laser shall be tried and tested in the field with
a minimum installation base of 50 units. 5.3 A reference list shall be
provided with the offer. VI. Documentation: 6.1 System documentation
shall include 2 copies of user manual and 2 copies of service manual.
The provisions and clauses in the RFQ are those in effect through FAC
97-03. This procurement is a total small business set-aside. See Note
1. The SIC code and the small business size standard for this
procurement are 3674 and 500, respectively. The quoter shall state in
their quotation their size status for this procurement. All qualified
responsible business sources may submit a quotation which shall be
considered by the agency. Delivery to Lewis Research Center is required
within 50 days ARO. Delivery shall be FOB Destination. The DPAS rating
for this procurement is DO-C9. Quotations for the items(s) described
above may be mailed or faxed to the identified point of contact [or bid
distribution office, by the date/time specified and include,
solicitation number, FOB destination to this Center, proposed delivery
schedule, discount/payment terms, warranty duration (if applicable),
taxpayer identification number (TIN), identification of any special
commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

quotation. Quoters shall provide the information required by FAR
52.212-1. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3

this acquisition must be submitted in writing no later than February
20, 1998. . Quotations are due by 4:30 local time, February 26,1998 to
the address specified above and to the attention of the Bid
Depository. Award will be based upon overall best value to the
Government, with consideration given to the factors of proposed
technical merits, price and past performance; other critical
requirements (i.e., delivery) if so stated in the RFQ will also be
considered. Unless otherwise stated in the solicitation, for selection
purposes, technical, price and past performance are essentially equal
in importance. It is critical that offerors provide adequate detail to
allow evaluation of their offer (see FAR 52.212-1(b). Quoters must
provide copies of the provision at 52.212-3, Offeror Representation and
Certifications -- Commercial Items with their quote. See above for
where to obtain copies of the form via the Internet. An ombudsman has
been appointed -- See Internet Note "B". It is the quoter's
responsibility to monitor this site for the release of amendments (if
