59 -- CASS OPERATIONAL TEST PROGRAM SETS SOL N68335-97-Q-0046 POC Francis J. Hufnell (732)-323-2902 Peculiar Support Equipment for the F/A-18C/D. NAWCAD Lakehurst requires twenty-five production copies of a Consolidated Automated Support System (CASS) Operational Test Program Set (OTPS #8) to test thirty-one (31) APG-65 Radar Shop Replaceable Assemblies (SRAs) and associated data and parts. These OTPS are currently under development and the Navy does not own the drawings and related specifications to permit full and open competition at this time. The Government intends to negotiate a sole source contract with Indra DtD SA, Aeronautical Application Systems, Automatic Test Systems Division of Madrid, Spain under authority of 10 U.S.C. 2304(c)(1), implemented by FAR 6.302-1. They are the designer, developer, and sole manufacturer of the PSE to be acquired and is the only known source with the knowledge, experience, expertise, and technical data necessary for the production of the PSE. Indra is current under contract for the design, development, and testing of this OTPS under the AV-8B Harrier II Plus Program. The Government intends to order these items through the placement of a modification to Delivery Order N68335-93-G-0159/0003 to cover the recurring costs of producing twenty-five (25) production units, drawings, and related data to permit full and open competition. The U.S. Navy is anticipating a Firm Fixed Price contract. A solicitation will be issued by March 2, 1998. See Note 22. (0042)
