Market Survey to locate additional sources for commercial items that
satisfy the Army's requirements for a Target Pointer/ Illuminator/
Aiming Light (TPIAL), the AN/PEQ-2A, an Infrared Aiming Light (IAL),
the AN/PAQ-4C, mounting brackets, and spares. The base year quantities
of both systems will be about 20,000 each with deliveries starting at
6 mos. after award at a rate of 1,000-1,500 each per month. There is
a possibility that this requirement will be classified as a Small
Business Set Aside. The AN/PEQ-2A, NSN 5855-01-447-8992, is a
non-developmental (NDI) device which meets the requirements set forth
in the Performance Specification #A3271173. The AN/PEQ-2A is an
infrared illuminator and aiming light which provides the Soldier with
the capability to accurately aim his assigned weapon during periods of
darkness at ranges at or equal to the maximum effective range of the
weapon when used with an image intensification device, such as a Night
Vision Goggle (NVG). The AN/PEQ-2A can be hand held or weapon mounted
using various mounting brackets or the Rail Grabber Assembly for the
Modular Weapons. The Performance Specification #A3271173 fully
describes the functional requirements of the AN/PEQ-2A and its physical
interfaces, as well as the various brackets which it must interface
with.The AN/PAQ-4C, NSN 5855-01-398-4315, is an eye-safe aiming light
which meets the requirements of the Performance Specification
#MIL-PRF-49434A(CR). The AN/PAQ-4C emits an infrared beam along the
line of sight: visible only with Night Vision Goggles, the projected
spot of light appears at the exact point where the weapon is aimed.
This aiming light has a range of about 600 meters; it can be used only
in the weapon-mounted mode using various weapons or the Rail Grabber
Assembly for the Modular Weapons. The Performance Specification
#MIL-PRF-49434A(CR) fully describes the functional requirements of the
AN/PAQ-4C and its physical interfaces. The various brackets which it
must interface with will be the same as those required for the
AN/PEQ-2A.The current source for both of these systems is Insight
Technology, Inc., in Londonderry, New Hampshire.Draft Specifications

Solicitation No. DAAB07-98-R-G045.Suppliers capable of furnishing these
systems, must so indicate in writing to Commander, CECOM, ATTN:
AMSEL-LC-IEW-N-LS (Cardinale), Fort Monmouith, NJ 07703-5000. The
responses must include documentation (vendor catalogs, mechanical
drawing/sketches, etc) demonstrating that the supplier can supply a
system that will be physically and functionally interchangeable with
the systems that the current source supplies for these NSNs. The
supplier must also demonstrate that he is capable of meeting the
delivery schedule set forth above. Any comments on the Performance
