synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; bids are being requested and a written solicitation
will not be issued. Number DAKF57-98-B-0005 applies and is issued as an
Invitation for Bid. The IFB document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-03.
This procurement is issued as unrestricted with a SIC code of 3412 and
a size standard of 500 employees. Provide the following hazardous
waste drums to Fort Lewis and Yakima Training Center (quantities are
estimated): CLIN 0001, 480 EA, 30 gallon drum, closed top (1A1); CLIN
0001a, 480 EA, 30 gallon drum, closed top (1A1); CLIN 0002, 1080 EA, 55
gallon drum, closed top (1A1); CLIN 0002a, 200 EA, 55 gallon drum,
closed top (1A1); CLIN 0003,1776 EA, 55 gallon drum, open top (1A2);
CLIN 0003a, 300 EA, 55 gallon drum, open top (1A2); CLINs 1001 through
2003a, same as CLINs 0001 through 0003a, respectively, CLINs 1001
through 1003a as the first option year and CLINs 2001 through 2003a as
the second option year. Specifications to meet the following minimum
technical requirements: 1. Specifications for standard steel drum (1A1)
non-removable head steel drum and (1A2) removable head steel drum. All
drums shall meet Department of Transportation specifications found in
49 Code of Federal Regulations, Section 178.504. 2. Steel used for
body, heads, closures, and fittings shall meet the minimum thickness
requirements outline in 173.28(b)(4), and provide the maximum net mass
outlined in 49 CFR 178.504(b)(9). 3. Drums shall also have the
exterior painted in a yellow-black-yellow configuration horizontally
with the colors being equal in width. The interior shall be primed to
prevent premature corrosion. 4. The drums shall be painted with a low
Volatile Organic Compound (VOC) baked enamel paint or equal that will
be guaranteedfor one year. No air dried paint will be used to paint the
drums. 5. The UN specifications for the drums are: UN1A1/Y1.4/330/ 30
gallon closed head drums; UN1A1/X1.2/250/ -- 55 gallon closed head
drums; UN1A2/X250/S/ -- 55 gallon open head drums. 6. Reconditioned
steel drums will not be accepted. 7. Drums made of polyethylene (any
type) will not be accepted. 8. The contractor shall have liability
insurance in effect for claims arising out of death or bodily injury,
including vehicle liability and legal defense costs in the amount of $1
million, as evidenced by a certificate of insurance for General,
Automobile and Environmental Liability coverage. The F.O.B. delivery
address for CLINs 0001, 0002, 0003, 1001, 1002, 1003, 2001, 2002 and
2003 is Directorate of Public Works, Hazardous Waste Management
Section, Bldg. T1210, Fort Lewis, WA. The F.O.B. delivery address for
CLINs 0001a, 0002a, 0003a, 1001a, 1002a, 1003a, 2001a, 2002a and 2003a
is Directorate of Engineering, Bldg. 810, Yakima Training Center,
Yakima, WA. Delivery shall be in full conformance with this contract
inclusive of the specifications herein, all applicable federal, state
and local laws, regulations and orders. All deliveries are to be made
within 20 calendar days after receipt of an oral or written delivery
order or more than 20 calendar days if specified on delivery order.
This is a total requirements type contract. Delivery Orders will be
issued against this contract. Contract period consists of Base Period
(1 May 1998 -- 30 April 1999) and two one-year option periods.
Provision 52.212-1, Instructions to Offerors-Commercial Items, applies
to this acquisition. Award will be made on SF 1449. Completed copies
of the provisions at FAR 52.212-3, Offeror Representations and
Certifications- Commercial Items; DFARS 252.212-7000, Offeror
Representations and Certifications-Commercial Items and FAR Clause
52.212-4, Contract Terms and Conditions-Commercial Items, applies to
this acquisition. Invoices shall be submitted in four copies and

Contract Terms and Conditions Required to Implement Statutes or
Executive Orders-Commercial Items, applies to this acquisition. The
following clauses within 52.212-5(b) are applicable to this
acquisition: 52.203-6; 52.203-10; 52.219-8; 52.222-26; 52.222-35;
