Rothe intends to purchase the following metal stock via competitive sealed bidding procedures using streamlined acquisition procedures outlined in Parts 12 and 13 of the FAR. The following information is provided in accordance with FAR 12.603: ( i ) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation is being issued as a Request for Quotation (RFQ). (iii) The provisions and clauses in effect through Federal Acquisition Circular Number 97-03, dated 9 Dec. 97, are incorporated in this solicitation. (iv) This is a small business set-aside. The SIC Code is 3353; small business size standard is 750 employees or less.(v) This acquisition is for one contract line item number (CLIN) for the supply of aluminum plate. (vi) Description of CLIN requirements: (a) Rothe Joint Venture (RJV) will purchase for NASA-JSC five each aluminum plates of 7050-T7451, 4.5 inches thickness X 84 inches width X 144 inches length (b) Material shall meet specification of AMS 4050. Certification of tests showing quantitative chemical analysis and mechanical tests results is required. Certificate of Compliance stating conformance with applicable specifications for each lot of material is required. All items shall be ultrasonically inspected to class A. All items shall be fracture toughness tested in S-L direction. (vii) Itemize the costs for each plate billet and certifications. Itemize cost for transportation to Johnson Space Center. Required product delivery date is no later than 14 May 1998. Place of Delivery is Lyndon B. Johnson Space Center, Houston, Texas 77058 (viii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition but the bidder does not have to use SF 1499. (ix) The provision at FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. Source selection will be based on the proposed compliance with product specifications cited in paragraphs vi, above and projected delivery date. Product must pass NASA quality control inspections for Flight Hardware as stated in Certificate of Compliance. (x) Offeror must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. (xi) Offeror must include a completed copy of Contract Terms and Conditions -- Commercial Items, contained at FAR 52.212-4. (xii) The FAR Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. (xiii) Final inspection for compliance with the drawing and contract specifications will be performed at NASA Lyndon B. Johnson Space Center by RJV or NASA Quality Control.
