independent contractor and not as an agent of the Government, shall
furnish the necessary personnel, equipment, supplies, and materials to
plan, perform, and interpret geophysical site investigations on
engineering and environmental project sites for the Baltimore District,
U.S. Army Corps of Engineers. The Contractor shall conduct geophysical
site investigations at specified military, civil works, and/or
hazardous, toxic, and radioactive waste (HTRW) project sites within the
geographic boundaries of the Baltimore District which includes the
states of Maryland, Pennsylvania, Delaware, West Virginia, Virginia,
New York, New Jersey, and the District of Columbia, and to a lesser
extent the states of Massachusetts, Rhode Island, Connecticut, Vermont,
New Hampshire, and Maine. Investigations may include the following
geophysical methods and technologies; 1) Seismic (reflection,
refraction, crosshole, and tomography), 2) Gravity and Microgravity, 3)
Magnetic, 4) Electrical (self-potential, resistivity, and induced
polarization), 5) Electromagnetic (time domain and frequency domain),
6) Ground Penetrating Radar, and 7) Borehole Logging (spontaneous
potential, resistivity, electrical, natural gamma, gamma-gamma,
neutron, caliper, temperature, sonic, and borehole camera). Technical
and Cost Proposals are required. The offeror's Technical Proposal will
be evaluated for technical acceptability based on the following
evaluation criteria: A) Past experience and complexity of geophysical
site investigation work, B) Qualifications of resident personnel, C)
List of proposed geophysical instruments to include their capability
for in-field data interpretation, and D) Satisfactory past performance
on contracts with Government agencies and the private sector in terms
of meeting project objectives, site safety record, cost control, and
meeting established schedules. The U.S. Army Corps of Engineers
anticipates the award of a Firm Fixed Price indefinite quantity type
contract for a base year plus two option years. In order to comply with
Debt Collection Improvement Act of 1996, effective March 1, 1998, all
contractors must be registered in the Central Contractor Registration
