Service-Washington, under authority of FAR 6.302, contemplates
negotiation with one source, Science Applications International
Corporation, 1710 Goodridge Drive, McLean, VA for a contract to provide
technical and analytic assistance in efforts to assess the adequacy of
nuclear weapon employment plans with regard to policy objectives and
to examine future force structures to provide an assessment of their
capability to carry out the objectives. The contract will also examine
operational issues pertinent to the implementation of revised
guidance. In addition, the contract will assist in the development and
implementation of national and departmental guidance for missile
defense, deterrence policy and counterproliferation policy. This
contract will provide analytic support necessary to direct and monitor
the missile defense program to ensure that it is consisent with and
contributes to missile defense guidance. This contract provides a
continuation of several years support to the Officeof the Secretary of
Defense. The period of performance will be for one basic year with two
renewable option years. This notice of intent is not a Request for
proposals, though any capability statements received within forty-five
days after date of publication of this synopsis will be considered to
determine whether to conduct a competitive acquisition. However, any
determination not to compete this contract is within the Government's
