DACW43-98-R-0708.CONTRACT INFORMATION. Engineering services of
qualified architect-engineer firms are sought to handle a variety of
small hydrologic and hydraulic design type projects. Work will be
accomplished under an indefinite delivery contract with each task order
limited to the total value of the contract of $200,000 for a one-year
period with an option to renew for two additionalyears. An option
period may be exercised when the contract amount or the contract time
for the base period or preceding option period has been exhausted or
nearly exhausted. Work will be issued by negotiated firm fixed-priced
task orders not to exceed the contract amount. The contract is
anticipated to be awarded in April1998. This announcement is open to
all businesses regardless of size. If a large business is selected for
these contracts, it must comply with FAR 52.219-9 regarding the
requirement for a subcontracting plan on that part of the work it
intends to subcontract. The subcontracting goals for this contract are
that a minimum of 40% of the contractor's intended subcontract amount
be placed with small businesses (SB), 8% be placed with small
disadvantaged businesses (SDB) including Historically Black Colleges
and Universities or Minority Institutions, and 2% placed with Women
Owned Small Businesses (WOSB). The plan is not required with this
submittal. 2. PROJECT INFORMATION. The primary area of responsibility
for this contract is within the boundaries of the St. Louis District,
but areas outside the District may be required at the Government's
discretion and upon agreement with the Contractor. Services to be
provided may include special reports, feasibility studies, development
of design criteria, preliminary or final designs of portions of
hydraulic structures, operational studies, and preparation of portions
of contract plans and specifications. Firms must have a full range of
capability for these types of services. Use of the metric-system of
measurement may be required for some deliverables under the proposed
contract, however, metric system experience is not a selection criteria
and is not required for selection. 3. SELECTION CRITERIA. The
evaluation factors shall include in descending order of importance: a.
Professional qualifications: (1) Firms considered must have at least
three professional and highly skilled engineers, with expertise in
hydrology/hydraulics. b. Specialized Experience and Technical
Competence: (1) hypothetical and historical flood analysis through
watershed modeling, flow frequency analysis, profile and analysis using
both steady and unsteady flow methods, reservoir routing/operational
studies, sediment analyses, hydraulic design of structures, computer
programming, water data management, using HEC-DSS, and report
preparation.(2) In-house computer facilities to operate hydrologic
hydraulic programs. (3) Personnel required for this work may include
hydraulic hydrologic engineers, hydrologists, sedimentation engineers,
computer programmers, technicians and draftsman. c. Capacity of firm
to furnish equipment and personnel to accomplish the work as required
to maintain delivery of a quality product on a timely schedule. d.Past
performance on similar Department of Defense contracts and other
contracts with respect to cost control, quality of work, and compliance
with performance schedules.e. Geographical location of the firm with
respect to where services are required.f. Extent of participation of
SB, SDB, Historically Black Colleges and Universities, Minority
Institutions in the proposed contract team measured as a percentage of
the estimated effort. g. Volume of DOD contracts awarded in the last
12 months.4. SUBMISSION REQUIREMENTS: Firms having capabilities to
perform this work and desire to be considered must submit a completed
SF 255. Only SF 255's received in this office by close of business
March 4, 1998 will be considered. If an SF254 is not on file with the
U.S. Army Corps of Engineers, a current SF 254 should also be included.
Multiple copies of the SF 254/SF 255's are not required. No
notification to firms under consideration for this work will be made.
