labor-hour Achitectural- Engineering Title II Post Design Inspection
services contract for contract oversight, inspection, and field support
for a variety of multidiscipline construction, maintenance, operations,
and SBA 8(a) projects. This procurement is open to large and small
businesses and will be conducted under the Small Business Competiveness
Demonstration Program. The Standard Industrial Code (SIC) is 8711,
Engineering Services, with a small business size standard of $2.5
million. The principal services will be to: 1) provide field
oversight/inspection; 2) review of contract quality control; 3) review
the general contractors' submittals; 4) review of detailed drawings;
5) analysis of all contractors' cost and progress; 6) CPM analysis; 7)
evaluation of design and cost anlaysis of field changes; 8) review of
Requests for Equitable Adjustments (REAs); and 9) preparation of cost
estimates for changes, and added work. All services will be performed
at the Johnson Space Center, Ellington Field, and the Sonny Carter
Training Facility. The selection criteria in descending order of
importance are: a) Specialized experience in the type of work required;
b) Capacity to provide competent individuals for the disciplines
required for a number of multimillion construction of facilities
projects which may need to be supported at any given time; c) Past
performance and relevant experience with these kind of contracts with
NASA and other Government agencies. Knowledge of Government procurement
regulations and policies and in particular, the Federal Acquisition
Regulation (FAR) and the NASA Far Supplement (NFS); and d) Location in
the general geographical area. Offerors should submit Standard Forms
254 and 255 no later than COB March 15, 1998. The DPAS rating for this
procurement is DO-C2. All qualified responsible sources may submit a
proposal which shall be considered by the agency. An ombudsman has been
