Burks, Contracting Officer, (703) 325-5021 The following is an update to a pre-solicitation conference that was held on 23 Oct 1997. Solicitation has not been released as of this date. This is a general announcement only. The Defense Special Weapons Agency (DSWA) has a contemplated requirement to design, build, and certify facilities to safely remove solid propellant from stages 1, 2, and 3 of 56 SS-24 missiles and produce non-military commercial explosives. It is expected that all facilities will be located at the Pavlograd, Ukraine region. Anticipated requirements include the following: remove solid propellant (approximately 52 MT), from stages 1, 2, and 3 from 56 SS-24 missiles; certify all facilities for operation by Oct 2000; complete propellant removal and use outputs, by-products, and waste materials from propellant removal operations in the production of non-military commercial explosives by Dec 2002; all facilities, equipment, operations, maintenance, logistics, utilities, and raw material costs are included; interior of empty motor cases to be cleaned, free of energetic materials and ready for elimination in accordance with START protocols; provide associated system engineering, project management, project safety management, and physical security; transport empty motor cases to final elimination facility; eliminate all START accountable missile component parts; provide system technical data package, closure and turnover of operational facilities to Ukraine Ministry of Defense at end of project; obtain necessary manufacturing license agreement (MLA) in accordance with ITAR/MCTR regulations; and support DSWA in obtaining the Export Control license for the technology transfer of the operations and the technical data package (TDP) for the prime mission equipment, specifications, operations, maintenance and training manuals.
