Office of Solid Waste (OSW) requires technical support for the purpose
of assisting the Agency with the development and implementation of its
hazardous waste programs. OSW is seeking an offers with demonstrated
skills and expertise to conduct testing, studies, surveys, analyses,
and outreach to address and support all aspects of the hazardous waste
system including generation, minimization, and management. This
includes technical support for the development of regulations, guidance
documents, regulatory options outreach materials and publications;
collection and analysis of data; development and delivery of training
programs; and providing technical assistance primarily to EPA, other
federal, state, and local governments. These services are intended only
to supplement OSW's in-house expertise and capabilities and, when
ordered, may be limited in level of detail. All work will undergo
established Agency technical and administrative review for programmatic
relevance and decision making. The anticipated level-of-effort (LOE)
provides for a one-year base period of 21,500 direct labor hours, with
optional quantities potentially totaling 12,680 direct labor hours;
and three one-year option periods. The first option period has a base
of 20,300 LOE hours, with optional quantities totaling 11,900 LOE
hours; the second option period has a base of 24,000 LOE hours, with
optional quantities totaling 13,400 LOE hours; and the third option
period has a base of 23,200 LOE hours, with optional quantities
totaling13,300 LOE hours. The total potential level-of-effort is
140,280 direct labor hours. The purpose of this CBD announcement is to
notify potential offerors of EPA's requirement, generate the source
list, and to direct interested parties to the EPA's "Doing Business
with EPA" Internet World Wide Web site at http://www.epa.gov/oam for
further information on this procurement as it becomes available. The
RFP, amendments and other related items for this procurement will be
posted on this Web site and can be downloaded. Interested parties must
