The Procurement Office of the U.S. Agency for International
Development (USAID) solicits expressions of interest from sources who
would like to receive a Request for Proposal (RFP) for the NGO Sector
Support II Program in Russia. USAID/Russia is seeking a contractor to
implement a multi-year program of technical assistance, training and
partnerships for NGOs. The partners or clients for this assistance will
include selected Russian NGO resource centers, sector-specific NGOs,
municipal associations and other private institutions that support the
NGO sector. The objective of these activities is to assist in the
growth of a vibrant civil society in Russia that is contributing to and
promoting democratic reform. The focus is on developing an
operationally and financially self-sustaining NGO sector capable of
helping citizens solve community and social problems; lobbying
government at all levels on behalf of citizens rights and concerns;
promoting an awareness of those concerns among public decision-makers
from the media, government and business; and pressing for transparency
in government and business practices. The contractor will provide a
full time staff, supplemented by short-term specialists, consistent
with the requirements for achieving program objectives. It is expected
that the contractor will access available expertise in Russia to
provide needed technical services and limit the number of short and
long-term foreign experts on the team. The preferred method of
distribution of USAID procurement information is via the Internet or by
request of a solicitation on a 3.5" floppy disk (WordPerfect 5.1/5.2

Web Site. The RFP, once issued, can be downloaded from the Agency Web

Business and Procurement Opportunities from the home page, then USAID
Procurements. On the following screen, select Download Available USAID
Solicitations. Receipt of the RFP through INTERNET must beconfirmed by
written (fax or mail) notification to the contract person noted above.
It is the responsibility of the recipient of this solicitation
document to ensure that it has been received from INTERNET in its
entirety and USAID bears no responsibility for data errors resulting
from transmission or conversion processes. If an interested party is
not able to download the RFP via the Internet, it may request a paper
copy of the RFP by submitting a written request via e-mail, citing RFP
No. 118-98-003 to oyeandel@usaid.gov or via FAX 7-095-960-2140.
Telephonic requests will not be honored. Requests for the RFP that are
received one week or less before the RFP closing dated will be filled
