Sweetney (202) 619-1623. The United States Information Agency's (USIA),
International Broadcasting Bureau (IBB) has a requirement for continued
grant administration support services for the Polio and Eradication
project in accordance with the USAID/USIA Interagency Agreement Project
Number 598. The contractor will continue to provide a variety of the
following services which are directly related to this project. 1. Draft
standardized objectives and measurements (benchmarks) 2. Conduct
reporter debriefings to orient reporters and identify resources before
they travel to targeted countries. 3. *Draft reports on debriefings to
analyze data for several purposes: evaluation, benchmarks, sharing
information with other reporters, monthly reports. 4. Produce quarterly
data collection reports to analyze and synthesize data for grant
reporting purposes. 5. Expand anecdotal field reports through
appropriate collateral research into report analyses. 6. Prepare
"talking points" for media briefings. Research and prepare lists for
reporters,Voice of America (VOA) officials. 7. Brief media on project
progress, schedule briefing, contact and invite media, gather and
update project status, conduct briefing. 8. Debrief collateral project
personnel. 9. *Write reports on media and project personnel
debriefings. 10. Plan and coordinate public relations events to focus
attention on key project organizations. Handle logistics, speakers,
invitations, program, communications, research, and public relations.
11. *Provide periodic reports on effectiveness of administrative
procedures: timelines, administrative reporting, finance procedures,
including a log of expenditures. 12. Design training procedures and
materials for participants in the project, including informational
packets and training materials. 13. Orient participants on use of
training procedures and materials. 14. Consult on feasible public
relations projects. 15. Periodic reports on success of tracking
database. The number of public relation events needed, the timing and
number of reports required, the location and makeup of briefings and
debriefings called for, and the quantity of training materials and
procedures essential will be determined by the project principals.
*Reports will be of five forms; activity progress, quarterly data
collection results, briefing/debriefing/travel summaries, researched
anecdotal field, and administrative procedure effectiveness. Successful
completion of these services within a limited timeframe is vital to the
project in order to meet established National Immunization Days
worldwide. Missing the worldwide immunization days would mean a one
year delay in getting information and reports out on what works and
getting people inoculated. USIA/IBB believes that Joyce Kramer, the
incumbent contractor providing such support services under Simplified
Acquisition Procedures, Purchase Order No. P853-5000, is the only
responsible source having the qualifications and experience to
accomplish this work within the required timelines. Given the required
schedule, it would not be possible for another contractor to provide
the required services without missing one of the established national
immunization dates. USIA/IBB intends to issue a sole source
modification to the purchase order. This notice of intent is not a
request for competitive proposals. However, any firm or individual
